تلمساني زكرياءتحت إشراف أ. بلمصطفى عبد الله2026-07-122026-07-12M1212https://dspace.cu-maghnia.dz/handle/123456789/3597تناولت هذه الدراسة صلاحيات الوزير الأول في الجزائر عبر تتبع تطور مركزه الدستوري والقانوني في ظل مختلف الدساتير الجزائرية. وقد أظهرت الدراسة أن الوزير الأول، في ظل دستوري 1963 و1976، كان يتمتع بصلاحيات محدودة نتيجة هيمنة رئيس الجمهورية على السلطة التنفيذية، في حين شهد هذا المنصب تطوراً ملحوظاً بعد دستور 1989 مع تبني التعددية السياسية وثنائية السلطة التنفيذية. كما بينت الدراسة أن التعديلات الدستورية اللاحقة ساهمت في تعزيز الدور التنسيقي والإداري للوزير الأول، رغم احتفاظ رئيس الجمهورية بمعظم الصلاحيات الجوهرية ضمن النظام السياسي الجزائري. وخلصت الدراسة إلى أن النظام السياسي الجزائري لا يزال يقترب من النظام الرئاسي، مع الإشارة إلى أهمية تعزيز استقلالية الوزير الأول وتحقيق توازن أكبر داخل السلطة التنفيذية. Abstract: This study examines the powers of the Prime Minister in Algeria by tracing the evolution of his constitutional and legal status under various Algerian constitutions. The study reveals that, under the 1963 and 1976 constitutions, the Prime Minister possessed limited powers due to the President's dominance over the executive branch. However, this position underwent significant development after the 1989 constitution with the adoption of political pluralism and a dual executive. The study also demonstrates that subsequent constitutional amendments have strengthened the Prime Minister's coordinating and administrative role, despite the President retaining most of the essential powers within the Algerian political system.
