Résumé: Le président de la république jouit ,à titre exceptionnel, de pouvoirs étendus et méconnus qui dépassent ceux dont il jouit dans des circonstances normales. Le président de la république doit s’y conformer dans l’exercice de son autorité dans ses affaires.
