Résumé Les marchés publics en tant que canal important et sensible pour l'utilisation et la dépense des fonds publics, le développement de la roue économique du pays et le plus vital secteur de la corruption, il était nécessaire d’imposer un mécanisme de contrôle interne exécuté par la commission d’ouverture des plis et d’évaluation des offres, dont l'intérêt du législateur algérien d'obtenir un plus grand bénéfice public au plus bas coût dans le cadre de l'incarnation de la transparence, de la mise en place du principe d'égalité et la protection des fonds publics.
