    دور الجماعات المحلية في تنمية مناطق الظل في الجزائر - دراسة حالة بلدية سيدي مجاهد تلمسان -

    الملخص تعد تنمية مناطق الظل أولوية استراتيجية تحظى باهتمام الحكومة، وسعت للنهوض بهياكلها القاعدة وتصحيح الاختلال المعيشي لسكانها من خلال اسناد هذه المهمة للجماعات المحلية التي أخذت على عاتقها مسؤولية تحقيق التنمية في مناطق الظل. جاءت هذه الدراسة لقياس الدور التنموي الذي تقوم به الجماعات المحلية في مناطق الظل باعتبارها الوسيط بين الدولة والمواطن و هي الأدرى باحتياجات أقاليمها. وبهدف توضيح مدى تجسيد الجماعات المحلية للمخططات وبرامج التنمية اخترنا بلدية سيدي مجاهد- تلمسان-كنموذج يمكن من خلاله إعطاء لمحة عن واقع التنمية في مناطق الظل . ________________________________________Summary: Developing shadow areas is a strategic priority that receives significant attention from the government. Efforts have been made to improve their basic infrastructure and address the living condition disparities of their residents by assigning this mission to local authorities, which have taken on the responsibility of achieving development in these areas. This study aims to assess the developmental role played by local authorities in shadow areas, considering them as intermediaries between the state and citizens, and being the most familiar with the needs of their regions. In order to clarify the extent to which local authorities implement development plans and programs, we chose the municipality of Sidi M'jahid – Tlemcen – as a model to provide insight into the reality of development in shadow areas.
