أثر رقمنة قطاع الجمارك في الحد من انعكاسات الجريمة الجمركية على الاقتصاد الوطني

الملخص تسعى الجمارك الجزائرية جاهدة إلى تطوير وتحسين وتجويد أساليب عملها وفق رؤية شاملة ومتكاملة عن طريق تبني الرقمنة وتكييف القوانين والتنظيمات الجمركية بما يتوافق مع أفضل المعايير الدولية بهدف مواجهة التحديات الكبيرة التي تعترضها في الكشف والتصدي للجريمة الجمركية والحد من آثارها على الاقتصاد الوطني خاصة في ظل التوجه العالمي المتسارع نحو الاقتصاد الرقمي. وفي هذا الإطار، تبنت نظام معلوماتي جديد ALCES يدمج من خلال وحداته جميع العمليات الجمركية المبتكرة بدءا من التخليص الجمركي الإلكتروني وإدارة الشحن والدفع الإلكتروني وتسيير المخاطر مرورا بالمنازعات، الأبحاث والمراقبة البعدية، وتسيير الموارد البشرية، وصولا إلى ربطه بنظام الشباك الوطني الوحيد لتبادل البيانات الإلكترونية، مع قابلية دمج التقنيات الناشئة مثل الذكاء الاصطناعي والبلوكشين مستقبلا. وهو ما سيمكنها من تقليص أجال الجمركة والمساهمة بشكل كبير في مواءمة وتبسيط الإجراءات الجمركية، وتسهيل المبادلات التجارية، مع تعزيز الشفافية وترسيخ مبادئ النزاهة والالتزام في العمل الجمركي دون زعزعة وظيفتها في الرقابة الجمركية لمكافحة الغش والتهريب ودعم الاقتصاد الوطني. Abstract Algerian Customs strives to modernize, refine, and optimizeitsworking methods of operation through a comprehensive and integrated vision by embracing digitalization and adapting customs legislation and regulations in line with the best international standards, in order to confront major challenges in detecting and combating customs crime and mitigating its impact on the national economy, especially in light of the rapid global shift towards the digital economy.In this context, it has adopted a new information system, ALCES, which integrates through its modules all innovative customs operations from electronic customs clearance, cargo management, electronic payment, and risk management, to litigation, investigations, and post-clearance audit, as well as human resources management, with a view to linking it to the national single window for electronic data exchange,with the possibility to incorporate emerging technologies such as artificial intelligence and blockchain in the future. This will enable it to reduce customs clearance times, significantly contribute to theharmonization and simplification customs procedures, facilitating trade exchanges, and enhancing transparency, integrity, and compliance in customs operations, all while maintaining its essential control function to combat fraud and smuggling and to support the national economy. Résumé Les Douanes algérienne s’efforcent de moderniser, améliorer et optimiser ses méthodes de travail dans le cadre d’une vision globale et intégrée,en adoptant la numérisation et en adaptant les lois et réglementations douanières aux meilleures normes internationales, afin de relever les défis importants liés à la détection et à la lutte contre la criminalité douanière et d’en limiter ses répercussions sur l’économie nationale, particulièrement dans un contexte marqué par l’accélération de l’économie numérique au niveau mondial.Dans ce cadre, elle a adopté un nouveau système informatique, ALCES, qui intègre à travers ses modules, l’ensemble des opérations douanières innovantes, depuis dédouanement électronique, gestion du fret, paiement en ligne, gestion des risques, jusqu'aux contentieux, les enquêtes, le contrôle a posteriori et la gestion des ressources humaines, jusqu'à sonraccordement au guichet unique national pour l’échange électronique de données, avec la possibilité d’intégrer ultérieurement des technologies émergentes telles que l’intelligence artificielle et la blockchain.Ce dispositif lui permettra de réduire les délais de dédouanement et de contribuer de manière substantielle à l’harmonisation et à la simplification des procédures douanières, à la facilitation des échanges commerciaux, tout en renforçant la transparence et en consolidant les principes d'intégrité et d'engagement dans l’action douanière sans perturber sa fonction de contrôle douanier pour lutter contre la fraude et la contrebande et soutenir l'économie nationale.

تحولات البناء في قصيدة النثر الجزائري المعاصرة قراءة في نماذج

تهدف هذه الدّراسة إلى محاولة إسقاط الضّوء على أنماط التّشكّل في قصيدة النثر المعاصرة، وتحوّلاتها البنائية التي تداخلت فيها خصائص النثر والشّعر، وهي استجابة واعية منا لمحاولة رصد توجّهات الحداثة الشّعريّة التي سعت إلى إعادة صياغة بعض المفاهيم، وفق رؤى النّقد الحداثي ومقولاته. وقد اخترنا موضوع" تحوّلات البناء في قصيدة النّثر الجزائريّة المعاصرة ؛ قراءة في نماذج"رغبة منّا في الإجابة عن بعض إشكاليات المشهد الشّعري الجزائري الرّاهن، من خلال مقاربة مجموعة من النّماذج الجزائريّة النّاضجة، بوصفها شكلاً شعريًّا يُجسّد تفاعلاً مع تحوّلات الشّعريّة العربيّة المعاصرة وخصائصها الجمالية والفكرية، ويعكس التّجربة الشّعريّة المحلّية، وما شهدته من نضج على مستوى الشّكل والمضمون، بفعل انفتاحها على المنجزالشّعري الإنساني بشكل عام، والعربي بشكل أخص. This study aims to shed light on the modes of formation in contemporary prose poetry and its structural transformations, where the characteristics of prose and poetry intertwine. It is a conscious attempt to trace the orientations of poetic modernity, which sought to reformulate certain concepts in accordance with the perspectives and propositions of modernist criticism. We have chosen the topic "Structural Transformations in Contemporary Algerian Prose Poetry: A Reading in Selected Models" as a means of addressing some of the problematic issues facing the current Algerian poetic scene. This is carried out through an analytical approach to a selection of mature Algerian models, viewing them as a poetic form that embodies interaction with the transformations of contemporary Arabic poetics—both in their aesthetic and intellectual dimensions. These models also reflect the local poetic experience and the maturity it has attained in terms of form and content, thanks to its openness to the broader achievements of global and, more specifically, Arab poetic production.
