The Impact of Financial Inclusion and Fintech on Economic Growth: Evidence from Arab Countries Using MMQR

This research work aims to examine the impact of financial inclusion and financial technology on economic growth in 14 Arab countries from 2004 to 2023, with particular attention to whether fintech enhances the growth effect of financial inclusion. The study adopts a quantitative empirical approach supported by a comprehensive review of the theoretical and empirical literature. To achieve its objectives, three econometric models are estimated using panel data for a sample of Arab countries.
Economic growth is proxied by gross domestic product (GDP), while financial inclusion is measured using a composite financial inclusion index including access and usage indicators. Financial technology is captured through a financial technology index based on key information and communication technology indicators, including fixed broadband subscriptions, mobile cellular subscriptions, and internet usage. The Method of Moments Quantile Regression (MMQR) approach is employed to account for heterogeneity across different levels of economic growth.
The empirical findings indicate that financial inclusion and financial technology both exert positive and statistically significant effects on economic growth across all quantiles. Moreover, the interaction between financial inclusion and fintech is positive and significant, suggesting that the two factors are complementary rather than substitutive. Overall, the results highlight that coordinated progress in financial inclusion and financial technology plays a crucial role in promoting sustainable economic growth in Arab countries.
يهدف هذا العمل البحثي إلى دراسة أثر الشمول المالي والتكنولوجيا المالية على النمو الاقتصادي في 14دولة عربية خلال الفترة الممتدة من 2004 إلى 2023، مع التركيز بشكل خاص على ما إذا كانت التكنولوجيا المالية تعزز الأثر الإيجابي للشمول المالي على النمو الاقتصادي. وتعتمد الدراسة على منهج تجريبي كمي مدعوم بمراجعة شاملة للأدبيات النظرية والتطبيقية ذات الصلة. ولتحقيق أهداف الدراسة، تم تقدير ثلاثة نماذج قياسية باستخدام بيانات بانل لعينة من الدول العربية.
يُمثَّل النمو الاقتصادي بالناتج المحلي الإجمالي، في حين يُقاس الشمول المالي من خلال مؤشر مركب للشمول المالي يشمل مؤشرات الوصول إلى الخدمات المالية واستخدامها. كما تُقاس التكنولوجيا المالية بواسطة مؤشر للتكنولوجيا المالية يعتمد على مجموعة من مؤشرات تكنولوجيا المعلومات والاتصال، تشمل اشتراكات النطاق العريض الثابت، واشتراكات الهاتف المحمول الخلوي، ونسبة الأفراد المستخدمين للإنترنت. وقد تم استخدام منهج الانحدار الكمي بطريقة العزوم لمعالجة مشكلة عدم التجانس عبر المستويات المختلفة للنمو الاقتصادي.
وتشير النتائج التجريبية إلى أن كلاً من الشمول المالي والتكنولوجيا المالية لهما أثر إيجابي ودال إحصائياً على النمو الاقتصادي عبر جميع الكميات. إضافة إلى ذلك، فإن أثر التفاعل بين الشمول المالي والتكنولوجيا المالية جاء إيجابياً ودالاً إحصائياً، مما يدل على أن العاملين متكاملان وليسَا بديلين في تعزيز النمو الاقتصادي. وبصفة عامة، تُبرز النتائج أن التقدم المتزامن في الشمول المالي والتكنولوجيا المالية يؤدي دوراً محورياً في دعم النمو الاقتصادي المستدام في الدول العربية.
الاختصاص التشريعي لرئيس الجمهورية في ضوء التعديل الدستوري لسنة 2020

الملخص
أصبحت السلطة التنفيذية ممثلة في رئيس الجمهورية تساهم في الإنتاج القانوني من خلال الصلاحيات التشريعية المخولة لها بموجب الدستور، فهي تشترك مع السلطة التشريعية في الاختصاص التشريعي سواء كان ذلك في ظل الظروف العادية أو الاستثنائية، ونظرا للخطورة التي تشكلها هذه الصلاحية قيدها المؤسس الدستوري بجملة من الشروط و الإجراءات كما أحاطها برقابة العديد من الهيئات وهذا ما كرسه التعديل الدستوري لسنة 2020 .
Résumé
Le pouvoir exécutif, représenté par le Président de la République, participe désormais à la production normative à travers les prérogatives législatives qui lui sont conférées par la Constitution. Il partage ainsi la compétence législative avec le pouvoir législatif, aussi bien dans les circonstances ordinaires que dans les situations exceptionnelles. Compte tenu de l'importance et de la sensibilité de cette prérogative, le constituant l'a encadrée par un ensemble de conditions et de procédures, tout en la soumettant au contrôle de plusieurs institutions. Cette orientation a été consacrée par la révision constitutionnelle de 2020.
Abstract
The executive branch, represented by the President of the Republic, has become involved in the law-making process through the legislative powers granted to it by the Constitution. It therefore shares legislative authority with the legislative branch, both under ordinary circumstances and in exceptional situations. Given the significance and sensitivity of this prerogative, the constitutional framers have subjected it to a set of conditions and procedures, while also placing it under the supervision of various institutions. This approach was reinforced by the 2020 constitutional amendment.
دور أخلاقيات الأعمال في تفعيل مبادئ حوكمة الشركات

تتناول هذه الأطروحة دور أخلاقيات الأعمال في تفعيل مبادئ حوكمة الشركات، حيث تعد الأخلاقيات الإدارية والمالية الركيزة الأساسية لضمان الشفافية والمساءلة داخل المؤسسات. كما توضح الدراسة أن التزام الشركات بالقيم الأخلاقية يعزز الثقة بين المساهمين وأصحاب المصلحة، ويسهم في الحد من ممارسات الفساد وسوء الإدارة. كما توضح الأطروحة أن دمج الأخلاقيات في ثقافة الشركة يدعم فعالية مجلس الإدارة ويحفز اتخاذ قرارات مسؤولة ومستدامة، مما يعكس توازناا بين تحقيق الربح والمسؤولية الاجتماعية. وتشير النتائج إلى أن الشركات التي تلتزم بمبادئ أخلاقيات الأعمال تحقق أداءا أفضل على المدى الطويل، وتتمتع بسمعة إيُابية، مما يُعل الأخلاقيات أداة استراتيجية فعّالة لتفعيل حوكمة الشركات وتعزيز استقرارها ونموها المستدام .
Cette thèse traite du rôle de l’éthique des affaires dans l’activation des principes de gouvernance d’entreprise, l’éthique administrative et financière constituant la pierre angulaire pour garantir la transparence et la responsabilité au sein des organisations. L’étude montre que le respect par les entreprises des valeurs éthiques renforce la confiance entre les actionnaires et les parties prenantes et contribue à réduire les pratiques de corruption et de mauvaise gestion. La thèse souligne également que l’intégration de l’éthique dans la culture de l’entreprise soutient l’efficacité du conseil d’administration et encourage la prise de décisions responsables et durables, reflétant ainsi un équilibre entre la recherche du profit et la responsabilité sociale. Les résultats indiquent que les entreprises respectant les principes d’éthique des affaires obtiennent de meilleures performances à long terme et bénéficient d’une réputation positive, faisant de l’éthique un outil stratégique efficace pour activer la gouvernance d’entreprise et renforcer sa stabilité et sa croissance durable
This thesis addresses the role of business ethics in implementing corporate governance principles, with administrative and financial ethics serving as a cornerstone for ensuring transparency and accountability within organizations. The study demonstrates that companies’ adherence to ethical values strengthens trust between shareholders and stakeholders and helps reduce corruption and mismanagement practices. The thesis also highlights that integrating ethics into corporate culture supports board effectiveness and encourages responsible and sustainable decision-making, reflecting a balance between profit maximization and social responsibility. The findings indicate that companies committed to business ethics achieve better long-term performance and enjoy a positive reputation, making ethics an effective strategic tool for enhancing corporate governance and promoting stability and sustainable growth

Abstract:
In an era of accelerated digital transformation, artificial intelligence stands at the forefront of
reshaping higher education—especially in the field of language teaching. This dissertation delivers a
compelling exploration of how AI technologies are currently integrated into higher education, assessing the
awareness of both teachers and students while critically identifying the key technical and pedagogical
challenges that shape their adoption.
Grounded in a field-based study supported by rigorous statistical analysis and scholarly
interpretation, the findings reveal a growing momentum toward intelligent, interactive, and innovative
learning environments, alongside notable disparities in usage and awareness. The dissertation ultimately
offers a forward-looking vision, coupled with practical recommendations, to enable the effective and
meaningful integration of artificial intelligence in alignment with the evolving demands of the digital age.
