ملخص تعتبر الرقابة البرلمانية على أعمال الحكومة أحد أهم ركائز إرساء دولة القانون باعتبارها تشكل حلقة وصل مستمرة بين السلطتين التشريعية و التنفيذية خاصة فالنظام البرلماني، ومن أجل ذلك تتعدد أوجه الرقابة البرلمانية ووسائلها. ولعل أهمها السؤال البرلماني باعتباره أحد الآليات الرقابية التي وضعت بين يدي السلطة التشريعية لرقابة أعمال السلطة التنفيذية من أجل إرغامها على إصلاح أوجه التقصير و الخلل في أي جانب من جوانب القطاعات التي تتبعها ، و الأكثر استعمالا مقارنة بوسائل الرقابة البرلمانية الأخرى . Résumé Le contrôle parlementaire des activités du gouvernement est considéré comme un fondement même d’un état de droit. Ce contrôle constitue un lien ombilical permanent entre le pouvoir législatif et le pouvoir exécutif, en particulier dans le système parlementaire.
