    الملخص: تكريسا لدولة القانون وتحقيقا لانتخابات شفافة ونزيهة عمد المشرع الجزائري الى استحداث آلية جديدة تدعى: بالسلطة الوطنية المستقلة للانتخابات، تتمتع بالاستقلالية المالية و الصلاحيات الواسعة التي تمكنها من مسايرة جميع مراحل العملية الانتخابية، وكقفزة نوعية ساهمت السلطة الوطنية المستقلة وبشكل كبير في تعزيز وشفافية الانتخابات، وبالأخص الانتخابات الرئاسية، نتيجة للظروف التي عرفتها البلاد مؤخرا.
