    تقييم مواقع الخدمات الالكترونية باستخدام نماذج دعم القرار متعدد المعايير دراسة حالة : الموقع الالكتروني لجامعة تلمسان – سيدي بلعباس – وهران 1 - مستغانم

    الملخص : في أعقاب الانتشار السريع لمواقع الخدمات الالكترونية ، أصبح تقييمها نظريا و عمليا أمرا بالغ الأهمية لضمان جودتها و كفاءتها . تبرز أهمية هذه الدراسة في تقييم مواقع الخدمات الالكترونية لجامعات تلمسان ، سيدي بلعباس ، مستغانم ، و وهران ، حيث تم استخدام طريقة roc لتحديد أهمية المعايير و طريقة waspas و الأرقام الضبابية Z-numberfuzzy لتقييم هذه المواقع بناء على خمسة معايير رئيسية و 25 معيارا فرعيا . وقد أظهرت النتائج أن أفضل موقع هو موقع جامعة تلمسان ، يليه موقع جامعة سيدي بلعباس ، ثم موقع جامعة وهران ، و أخيرا موقع جامعة مستغانم ، كما لوحظ وجود تفاوت في ترتيب المواقع بناء على المعايير الفرعية ، حيث تفوقت بعض المواقع و خاصة موقع جامعة سيدي بلعباس في جوانب معينة بينما أظهرت ضعفا في جوانب أخرى . تؤكد هذه الدراسة على ضرورة تحليل نقاط القوة و الضعف لكل موقع الكتروني ، و الاستفادة من أفضل الممارسات التي تقدمها المواقع المتفوقة لتعزيز أداء المواقع الأخرى و تحسين جودة الخدمات الالكترونية المقدمة . Abstract : In the wake of the rapid proliferation of e-services websites, their theoretical and practical evaluation has become crucial to ensure their quality and efficiency. The importance of this study is to evaluate the e-services websites of the universities of Tlemcen Sidi Bel Abbes, Mostaganem، and Oran .The roc method was used to determine the importance of criteria , waspas method and Z-number fuzzy numbers to evaluate these sites based on five main criteria and 25 sub-criteria. The results showed that the best website is the University of Tlemcen website followed by the site of Sidi Bel Abbas University, then the site of Oran University, and finally the site of Mostaganem University. It was also observed that there is a disparity in the ranking of sites based on the sub-criteria, where some sites, especially the site of Sidi Bel Abbas University, excelled in certain aspects while showing weakness in other aspects. This study emphasizes the need to analyze the strengths and weaknesses of each website, and benefit from the best practices provided by the superior websites to enhance the performance of other websites and improve the quality of the electronic services provided.
