الملخص: نظرا للتطور الملحوظ في إطار العولمة والتكنولوجيا، وظهور المنشآت الصناعية التي تنطوي على مخاطر كبرى خصوصا منها الخفية وغير المتوقعة، والتي تؤدي إلى الإضرار بالبيئة خاصة في غياب اليقين العلمي القاطع حول المضار الناجمة عن الأنشطة المراد القيام بها، تم تكريس مبدأ الحيطة والذي يؤسس على فكرة الحذر من الأخطار الاحتمالية والمفترضة، كما يساهم في تعزيز التنمية المستدامة بالحفاظ على الموارد البيئية وضمن حق الأجيال القادمة.
