الملخص: إن فكرة هذا البحث تقوم على تحديد دور كل من الزكاة والوقف كأداتين من أدوات التمويل الإسلامي في تحقيق التنمية المستدامة،وبالنظر إلى مبدأ ديمومة الموارد المالية لمؤسستي الزكاة والوقف، وطريقة توزيعهما، فإنهما تنسجمان انسجاما وثيقا مع مفهوم التنمية المستدامة التي تسعى إلى تأمين حاجات الأجيال الحالية دون المساس بحقوق الأجيال القادمة، وذلك من خلال المواءمة بين الأبعاد الاقتصادية والاجتماعية والبيئية، وهذا ما يتضح لنا في الأدوار التي تضطلع بها الزكاة والأوقاف من خلال مساهمتهما في إعادة توزيع الثروة بأخذ جزء منها من الأغنياء ومنحه للفقراء والمساكين في شكل إعانات، أو عبر توزيع مواردهما على شكل قروض استثمارية لإنشاء مشاريع مصغرة لخلق الثروة ومحاربة الفقر والقضاء على البطالة. وبالتالي يمكن القول أن كلا من مؤسستي الزكاة والأوقاف يمكنهما المساهمة بشكل فعال في تحقيق العدالة الاجتماعية والرفاهية الاقتصادية، شريطة إعادة بعثهما وفق رؤية متكاملة تمنح لهما المكانة اللازمة كعنصرين هامين وفعالين يعول عليهما في تحقيق تنمية مستدامة شاملة، غير أن نتائج هذه الدراسة أثبتت أن الواقع الفعلي لتطبيق الزكاة والوقف في ولاية تلمسان لم يساهم في تحقيق التنمية المستدامة المنشودة في الولاية. Abstract: The idea of this research is based on defining the role of each of zakat and waqf as two tools of Islamic finance in achieving sustainable development, and in view of the principle of sustainability of the financial resources of the zakat and waqf institutions, and the method of their distribution, they are in close harmony with the concept of sustainable development that seeks to secure the needs of current generations without prejudice to the rights of future generations, by harmonizing the economic, social and environmental dimensions, and this is evident to us in the roles played by zakat and waqf through their contribution to the redistribution of wealth by taking part of it from the rich and giving it to the poor and needy in the form of subsidies, Or by distributing their resources in the form of investment loans to establish small projects to create wealth, fight poverty and eliminate unemployment. Thus, it can be said that both the zakat and waqf institutions can contribute effectively to achieving social justice and economic well-being, provided they are reinvigorated. According to an integrated vision that gives them the necessary position as two important and reliable elements in achieving comprehensive sustainable development.however , the results of this study have shown that the actual implementation of zakat and wakf in the tlemcen province did not contribute to achieving the desired sustainable development in the province.
