    الـــمـــلـــخــــص: هدفت الدراسة إلى معرفة أثر الهندرة على الفعالية التنظيمية بالمؤسسة الاستشفائية "حمدون شعبان" مغنية، ولاية تلمسان الجزائر، ولتحقيق أهداف الدراسة تم الاعتماد على أسلوب الاستقصاء لاستطلاع رأي أفراد عينة الدراسة مما سهل تصميم الاستبانة، وقد تم اختبار الفرضيات باستخدام الحزمة الإحصائية للعلوم الاجتماعية SPSS وإجراء الأساليب الإحصائية لتحقيق أهداف الدراسة، ومنها تحليل الانحدار البسيط والمتعدد. Abstract: The study aimed to know the impact of re-engineering administrative processes on the organizational effectiveness of the hospital institution "Hamdoun Shaaban" Maghnia, Tlemcen, Algeria. Relationship with the subject of our study, in addition to an applied field study to link the theory to the practical reality. The survey method was relied on to poll the members of the study sample, which facilitated the design of the questionnaire, the hypotheses were tested using the statistical package for Science SOCIAL The study of SPSS and statistical methods to achieve the objectives of the study, including simple and multiple regression analysis. Résumé: L'étude visait à connaître l'impact de la réingénierie des processus administratifs sur l'efficacité organisationnelle a l'institution hospitalière «Hamdoun Shaaban » Maghnia, Tlemcen, Algérie. La méthode d'enquête a été utilisée pour sonder les membres de l'échantillon de l'étude, ce qui a facilité la conception du questionnaire. Les hypothèses ont été testées en utilisant le progiciel statistique pour Science SOCIAL L'étude de SPSS et des méthodes statistiques pour atteindre les objectifs de l'étude, y compris l'analyse de régression simple et multiple

    تـحـلـيـل مـتـعـدد الأبـعـاد لـلـجـاهـزية الـرقـمـيـة في مـؤسـسات الـتـعـلـيـم العـالـي والـبـحـث الـعـلـمي الـجـزائـريـة

    الملخص : مع التقدم التكنولوجي السريع، أصبح التحول الرقمي ضروريًا لنجاح مؤسسات التعليم العالي. تهدف هذه الدراسة إلى تقييم الجاهزية الرقمية لمؤسسات التعليم العالي والبحث العلمي الجزائرية، مع التركيز على استعدادها لتبني الحلول الرقمية في عملياتها التعليمية والإدارية.اعتمدت الدراسة على نهج مختلط، بما في ذلك المقابلات النوعية ومراجعة الأدبيات لتحديد المتغيرات، بالإضافة إلى التحليل الكمي للبيانات التي تم جمعها من 1212 مشاركًا باستخدام نمذجة المعادلات الهيكلية(SEM) . تم تحليل تأثير المتغيرات " البنية التحتية والمهارات الرقمية ودعم الإدارة والإستعداد للتغيير" ، بالإضافة إلى دور "التعلم الإلكتروني والمكتبة الإلكترونية والإدارة الإلكترونية " كمتغيرات وسيطة.أظهرت النتائج أن البنية التحتية والمهارات الرقمية ضرورية لتعزيز الجاهزية الرقمية، في حين يلعب دعم الإدارة العليا والإستعداد المؤسسي للتغيير دورًا حاسمًا في تسهيل التحول الرقمي. كما تساهم المتغيرات الوسيطة في تحسين مستوى الجاهزية الرقمية.تساهم هذه الدراسة من خلال اقتراح إطار عملي لتقييم وتعزيز الجاهزية الرقمية، وتمكين صناع السياسات والإداريين من تطوير استراتيجيات لتحسين البنية التحتية، وتنمية المهارات، ودعم التكيف مع التغيرات الرقمية، وبالتالي دعم التكامل الرقمي الناجح في التعليم العالي. Abstract With the rapid technological advancement, digital transformation has become essential for the success of higher education institutions. This study aims to assess the digital readiness of Algerian higher education and scientific research institutions, focusing on their readiness to adopt digital solutions in their educational and administrative processes.The study adopted a mixed approach, including qualitative interviews and literature review to identify variables, in addition to quantitative analysis of data collected from 1212 participants using structural equation modeling (SEM). The impact of variables such as infrastructure, digital skills, management support, and readiness for change was analyzed, in addition to the role of e-learning, e-library, and e-administration as mediating variables.The results showed that infrastructure and digital skills are essential for enhancing digital readiness, while senior management support and institutional readiness for change play a crucial role in facilitating digital transformation. The mediating variables also contribute to improving the level of digital readiness.This study contributes by proposing a practical framework for assessing and enhancing digital readiness, enabling policy makers and administrators to develop strategies to improve infrastructure, develop skills, and support adaptation to digital changes, thus supporting successful digital integration in highereducation
