    أثار تقلبات سعر الصرف على ميزان المدفوعات - دراسة حالة الجزائر-

    ملخص: هدفت هذه الدراسة إلى تحليل العلاقة بين تقلبات أسعار الصرف و رصيد ميزان المدفوعات من خلال تحديد مختلف الجوانب النظرية فيما يتعلق بموضوعي سعر الصرف و سياساته وكذا ميزان المدفوعات،إلى جانب إبراز سياسة سعر الصرف المنتهجة في الجزائر على ميزان مدفوعاتها،و المتمثلة في سياسة تخفيض قيمة العملة التي جاءت في إطار برنامج التعديل الهيكلي و باستعمال المنهج التحليلي للإحصائيات المتعلقة بالفترة 1991-2017،توصلت الدراسة إلى أن سياسة تخفيض قيمة العملة المتبعة في الجزائر لم تكن فعالة في تصحيح الاختلال في ميزان المدفوعات،و هذا راجع لطبيعة الاقتصاد الوطني الذي يرتكز على صادرت المحروقات التي تخضع لتسعير منظمة أوبك. الكلمات المفتاحية: سعر الصرف،ميزان المدفوعات،الميزان التجاري،صادرات المحروقات،سياسة تخفيض العملة. Summary : The aim of this research ris an attempt to hed light on the centralization on the analysis of the relationship between exchange rate fluctuation and the balance of payment by determining various theoretical affects regarding exchange rate policy as will as the balance of payment.in addition,it highbights,such as the process of devaluation of the local currency,which came within the frame work of structural reform program,and with the analytical approach of statistics during the period 1991-2017,the study found that the polycy of the progress of devaluation of the local currency adopted by algeria was not effective in correcting the imbalance of payment, and this is due to the nature of national economy,which is based on exports of fuels subjected to opec pricing. Résumé : Le but de cette étude porte sur l’analyse de la relation entre les fluctuations des taux de change et de la balance des paiements en déterminant les différents aspects théoriques du taux de change et ses politiques ainsi que la balance de paiement, ainsi que la politique d’échange adapte en Algérie sur la balance des paiements, le cadre du programme de reformes structurelle, et avec l’analyse statistique de la période 1991-2017.l’étude a conclu que la réduction de taux de change adaptes en Algérie n’était pas efficace pour corriger le déséquilibre de la balance des paiements, qui est basée sur les exportations de carburants, qui est soumise au soumise aux prix de l’opec.
