Resumé La fonction du juge administratif ne se limite pas à l’application des textes juridiques ou interpreter l’ambiguitté qu’ils contient .mais elle s’etend dans l’absence du texte juridique ,à etablir une base judiciare avecune force obligatoire à travers la decision de principe et les principes genéraux du droit . S ummary : The function of the administrative juge is not limited to the application of legal texts of what is trained by ambiguity of a judical base with mandatory power through the decision in principe and the general principles of low.
