ملخص: إن الفلاحة من الركائز الأساسية لبناء أي دولة من الدول، وذلك لما لها من أهمية من أجل الاكتفاء الذاتي للدولة ما وعدم تبعيتها للخارج، وإن الجزائر أعطت أهمية كبرى لقطاع الفلاحة ونظمته بعدة قوانين ومراسيم تنظيمية وذلك من أجل الإستغلال الأمثل للأراضي الفلاحية التابعة للأملاك الخاصة للدولة، وهذا ما جسده آخر قانون هو القانون 10-03 الذي يحدد شروط وكيفيات إستغلال الأراضي الفلاحية التابعة للأملاك الخاصة للدولة (الإمتياز)كذا المرسوم التنفيذي له رقم 10-326.
