Abstract

ملخص: ميزانية التجهيز تلعب دورا مهما في تحقيق التنمية المحلية و هي اداة اساسية للحكومات المحلية لتجسيد مشاريعهم التنموية التي تساهم في تحسين الظروف الاقتصادية و الاجتماعية للمجتمعات المحلية و احداث البنية التحتية للمجتمعو تعزيز الخدمات الصحية و التعليم و ذلك في اطار برامج تنموية مثل: CSGCL،ADSEC،PCD،BC و قمنا من خلال بحثنا بتسليط الضوء على مدى مساهمة البرامج التنموية في احداث التنمية المحلية ببلدية ندرومة ، و استخلصنا ان التنمية المحلية تبقى محدودة بالبلدية بسبب التوزيع غير العادل للإعانات و ضعف مداخيل البلدية و لتحقيق و تحسين فعال المشاريع المحلية يمكن تبني مجموعة من التطلعات و الاستراتيجيات التي تساهم في رفع جودة و فعالية المشاريع

Le budget d'équipement joue un rôle important dans la réalisation du development local et constitue un outilessentiel pour les gouvernementslocauxafin de concrétiserleursprojets de développement, qui contribuent à l'amélioration des conditions économiques et sociales des communautés locales, à la créationd'infrastructurescommunautaires, et au renforcement des services de santé et d'éducationdans le cadre de programmes de développementtelsque CSGCL, ADSEC, PCD, et BC. Dansnotrerecherche, nous avonsmis en lumière l'importance des programmes de développementdans la promotion du développement local à la commune de Nedroma. Nous avonsconcluque le développement local restelimitédanscette commune en raison de larépartitioninéquitable des subventions et de la faiblesse des revenuscommunaux. Pour réaliseretaméliorerl'efficacité des projetslocaux, ilest possible d'adopter un ensemble d'aspirations et de stratégies qui contribuent à augmenter la qualité et l'efficacité des projets.

Abstracts ; The equipment budget plays an important role in achieving local development and is an essential tool for local governments to realize their developmental projects, which contribute to improving the economic and social conditions of local communities, establishing community infrastructure, and enhancing health and education services within the framework of developmental programs such as CSGCL, ADSEC, PCD, and BC. In our research, we highlighted the extent to which developmental programs contribute to local development in the municipality of Nedroma. We concluded that local development remains limited in this municipality due to the unequal distribution of subsidies and the weak revenues of the municipality. To achieve and improve the effectiveness of local projects, it is possible to adopt a set of aspirations and strategies that help enhance the quality and effectiveness of these projects.
