إشكالية تسيير الموارد المالية في الجماعات المحلية - دراسة حالة بلدية مغنية -

Abstract

الملخص تهدف هذه الدراسة إلى الوقوف على واقع تسيير الموارد المالية في بلدية مغنية، ولتحقيق أهداف الدراسة قمنا بدراسة تحليلية لميزانية بلدية مغنية لخمس سنوات الأخيرة، وقد توصلت الدراسة إلى أن تسيير الموارد المالية يعاني من بعض الهشاشة ويعاني من بعض المشاكل التسييرية، كما أن الموارد المالية للبلدية غير كافية مما يجعلها تعتمد على الإعانات المالية بشكل كبير، لدى وجب على البلدية العمل على تثمين الإيرادات و ترشيد النفقات و الإعتماد على التسيير الفعال.

Résumé : Cette étude met en exergue la gestion des ressources financières delacommune de Maghnia. Pour atteindre les objectifs de ce mémoire ; nous avons procédé à une analyse financière qui s’est étalée sur les cinq dernières années. Nous avons retenu que la gestion des ressources financières souffrededéfaillance, de fragilité et rencontre souvent des lacunes de gestion. Ces disfonctionnements s’ajoutent aux manques desressources. Cette situation a engendré une dépendance accrue auxsubventionsfinancières del’état. Ce constat devrait obliger la commune à multiplier ses revenus, àrationaliser ses dépenses et à adopter un plan de gestion efficace.

Summary : The study aims to identify the reality of financial resources managed ina municipality of Maghnia, and to achieve the objectives of the study, we conducted an analytical study of the municipality of Maghnia over the past five years, and the study concluded that the management of financial resources is fragile and suffers from some management problems, and that the financial resources of the municipality are insufficient, which makes it dependent on financial subsidies to a large extent, when the municipality has to work to assess the revenues, streamline expenses and operate efficiently.
