Abstract

الملخص: عرف المشهد العالمي في الوقت الحالي العديد من التغيرات الجيوسياسية والتهديدات الأمنية التي لها أثر مباشر على الأمن الإنساني وعدم الاستقرار الاقتصادي، ومن هنا جاءت فكرة هذه الدراسة التي تقوم في البداية على إظهار العلاقة المتبادلة بين التنمية وأمن الأفراد، ثم أهمية الإنفاق العام ودوره في تعزيز أبعاد الأمن الإنساني. تهدف هذه الدراسة إلى قياس كفاءة الإنفاق العام في تعزيز مؤشرات أبعاد الأمن الإنساني. حيث تم ترجمة الإنفاق العام كنسبة من الناتج الداخلي الخام ومؤشرات الأمن الإنساني ترجمة في سبع مؤشرات خاصة بكل مجال من مجالات الحياة، ويهدف كل واحد منها إلى إظهار جزء من أمن الأفراد في المجتمع. Abstract : The global scene is carrently witnessing many geopolitical changes and security threats that have a direct impact on human security and economic instability. This study was undertaken to highlight the evolving knowledge related to sustainable development and human security, emphasizing the impotance of public spending and their role in enhancing the dimension of human security. This study aims to measure the efficiency of public spending in enhancing human security dimensions. Public spending was expressed as a percentage of Gross Domectic Product (GDP) and human security indicators were presented in seven indicators specific to each area of life, each one of them aims to reflect a portion of the security of individuals in society.
