أثر تقلبات أسعار النفط على السياسة النقدية في الجزائر خلال الفترة بين 1990 - 2021

Abstract

الملخص: تهدف هذه الدراسة إلى تحليل أثر تقلبات أسعار النفط على السياسة النقدية في الجزائر خلال الفترة الممتدة من (1990 - 2021) ، وقد برزت أهمية هذا الطرح بشكل كبير مؤخرا بسبب الانخفاض المتواصل الذي عرفته أسعار النفط في الأسواق الدولية منذ الربع الأخير من سنة 2014 ، فقد كانت السياسة النقدية للجزائر ولازالت تتأثر بالتقلبات التي تحدث في أسعار النفط الذي يعتبر أهم مصدر للمداخيل التي يعتمد عليها الاقتصاد الجزائري. وقد تم في معالجة هذا الموضوع إتباع المنهج الوصفي التحليلي وبالاعتماد على معطيات إحصائية رقمية. ولقد توصلت الدراسة إلى مجموعة من النتائج أهمها: أن هناك علاقة طردية غير مباشرة بين أسعار النفط والسياسة النقدية حيث تطور الكتلة النقدية، أدوات السياسة النقدية وأهدافها ارتبط ارتباطا وثيقا بالتطورات التي عرفتها أسعار النفط. كما قامت الدراسة بتقديم جملة من التوصيات أبرزها ضرورة تحديد المتغيرات التي لها تأثير على السياسة النقدية والعمل على أخذها بعين الاعتبار عند التخطيط لها من طرف السلطة النقدية لتجنب التأثيرات السلبية، وضرورة التنويع الاعتماد على الطاقات المتجددة لتجاوز لعنة الموارد. الاقتصادي مع Abstract: This study aims to analyse the impact of oil price fluctuations on Algeria's monetary policy during the period from (1990-2021), the importance of this rollout has recently been highlighted by the continuing decline in oil prices in international markets since the fourth quarter of 2014, Algeria's monetary policy has been and continues to be influenced by fluctuations in oil prices, which are the most important source of income on which the Algerian economy depends. And in addressing this topic, the analytical descriptive approach has been followed and based on digital statiscal data. This study fond a series of findings, the most important of which: that there is an indirect correlation between oil prices and monetary policy as the monetary bloc develops monetary policy instruments and objectives were closely linked to developments in oil prices. This study also made a number of recommendations, notably the need to identify variables that have an impact on monetary policy and to ensure that they are tested when planned by the monetary authority to avoid adverse impacts, and the need for economic diversification while relying on renewable energies to overcome the curse of resources.
