Abstract

الملخص: هدفت هذه الدراسة إلى التعرف على تسيير الموارد البشرية وأثرها على حوكمة الإدارة العمومية، حيث تم إسقاط الجانب التطبيقي على بلدية باب العسة، ولجمع المعطيات والبيانات اعتمدنا على المنهج الوصفي والتحليلي في هذه الدراسة، ولتحقيق هذا الهدف تم استخدام الاستبانة كأداة للدراسة حيث تم الاعتماد على أربعين (40) فردا وبعد تحليل البيانات، توصلنا إلى جملة من النتائج من أبرزها أن تسيير الموارد البشرية يؤثر بشكل كبير على مستوى أداء الإدارة العمومية،ويكسبها ميزة عالية في مجال تحسين أداء هذه المنظمات الحكومية. الكلمات المفتاحية: تسيير الموارد البشرية – الحوكمة العمومية– الإدارة العمومية - بلدية باب العسة.

Abstract: The present study amis to identify the management of the human resources and their impact on the governance of the public administration, The applied aspect was dropped on Bab El assa commune. So that we collect data, we relied on the descriptive and analytical approaches. The questionnaire was utilized as a study tool in which numbers of 40 questionnaires were used as a reference. The statistic analysis of these questionnaires leads to reach a number of results, the most prominent one is that the management of human resources greatly affects the level of performance of the public administration and the organization constructively offers the institution a high advantage in the amelioration of its effectiveness. Résumé : L’objectif de cette étude était d’identifier le management des ressources humaines et leur impact sur la gouvernance de l’administration publique, l’aspect pratique a été consacré a la commune de Bab El Assa. Pour collecter des données et nous sommes basé sur l’approche descriptive et analytique utilisée dans cette étude. L’analyse statistique des quarante (40) questionnaires distribués a permis d’obtenir plusieurs résultats dont le plus important est que le management des ressources humaines a un impact positif sur le niveau performance de l’administration publique et l’organisation gagne un avantage important dans l’Amélioration de son efficacité.
