دور الجباية المحلية في تحقيق التنمية المحلية

Abstract

الملخص : تلعب الجباية المحلية دورا هاما في تمويل التنمية المحلية، فهي تعتبر أهم مصادر التمويل المحلي، حيث تبلغ نسبة مشاركتها في كثير من الأحيان حوالي % 90 من مجموع الإيرادات. الهدف من خلال هذه المذكرة هو إبراز مجموع الموارد المالية المحلية منها الضرائب المحصلة لفائدة البلدية دون سواها والضرائب المحصلة لفائدة الجماعات المحلية والضرائب المحصلة لفائدة الجماعة المحلية والدولة معا، مع الإشارة إلى مجموعة من الإيرادات غير الجبائية،و من ثم التركيز على الموارد الجبائية نظرا لأهميتها ، ثم أتناول البرامج التنموية المحلية وأنتهي بالتطلعات التنموية والإصلاحات المالية المحلية. النتيجة المتوصل إليها هي الجباية المحلية غير ذات أثر ما لم تتمتع الجماعات المحلية باستقلالية عن سلطة القرار المركزي. و ذلك من أجل اعتماد التمويل الذاتي للجماعة المحلية و السعي الجاد للتحصيل الجبائي لتحقيق اكتفاء ذاتي للموارد المالية ، حيث أن الواقع يثبت أن الاستقلالية المالية لم تعد هدفا بعيد المدى فأغلب الميزانيات المحلية تشكو من عجز هيكلي لا يمكن لمواردها الذاتية تغطيتها ، حيث أن الجماعة المحلية باتت تعتمد بشكل كامل على الإعانات في العملية التنموية لتلبية احتياجات المواطن. Summary : Local collection plays an important role in financing local development, as it is considered the most important source of local finance, as its participation often amounts to about 90% of total revenues. The objective through this note is to highlight the total local financial resources, including taxes collected for the benefit of the municipality only, taxes collected for the benefit of local communities, and taxes collected for the benefit of the local community and the state together, with reference to a group of non-tax revenues, and then focus on fiscal resources due to their importance, Then I address local development programs and end with development aspirations and local financial reforms. The conclusion reached is that local taxation is of no effect unless the local communities enjoy independence from the authority of the central decision. This is in order to adopt the self-financing of the local community and to strive for fiscal collection to achieve self-sufficiency in financial resources, as reality proves that financial independence is no longer a long-term goal, as most local budgets complain of a structural deficit that their own resources cannot cover, as the local community has become It depends entirely on subsidies in the development process to meet the needs of the citizen.
