Abstract This dissertation investigates the impact of fiscal policy on income and wealth distribution in selected Middle East and North Africa (MENA) countries, namely Algeria, Saudi Arabia, and Iran, using Dynamic Stochastic General Equilibrium (DSGE) models with heterogeneous agents. Two complementary models are developed. The first adopts a Two-Agent New Keynesian (TANK) framework to analyze the distributive effects of fiscal policy on income inequality and is estimated using Bayesian methods with quarterly data covering 2000–2024, The second model extends the framework by incorporating both between-group and within-group heterogeneity through idiosyncratic shocks, enabling the analysis of income, consumption, and wealth inequality using annual data for 1980–2023, The empirical analysis includes Bayesian estimation, impulse response functions, forecast error variance decomposition, and fiscal policy simulations. The results show that fiscal policy significantly reduces income inequality through taxation and transfers, whereas its effect on wealth inequality remains limited because of the persistent concentration of capital ownership. Capital income taxation generates the strongest redistributive impact but at the cost of lower output, while consumption taxation provides a more balanced trade-off between efficiency and equity. The main contribution of this study is the development of an integrated heterogeneous-agent DSGE framework that combines inter- and intra-group heterogeneity, providing a quantitative tool for evaluating fiscal policy in resource-dependent MENA economies. | |
