Abstract

الملخص: تعتبر إدارة الجماعات المحلية من الدعائم الأساسية للمجتمعات الحديثة٬ وضرورة يقتضيها اتساع النشاط الإداري وتنوعه. حيث أصبحت البلديات من المتعهدين الجدد لتكون مكملا للنموذج المركزي٬ وحتى يتسنى لها القيام بالمهام المسندة إليها فإن ذلك يتطلب توفر موارد مالية كبيرة ودائمة٬ لذلك تأتي هذه الدراسة لتحليل ميزانية البلدية ومعالجة الاختلالات والمشاكل التي تعاني منها و توضيح الآليات (المالية والتنظيمية) الكفيلة لتحسين الإيرادات مع الاعتماد على دراسة تطبيقية لإيرادات بلدية مغنية. Résumé La gestion des collectivités locales est l’un des bases des sociétés modernes et une nécessité pour l'expansion de l'activité administrative et de sa diversité. Les municipalités sont devenues les nouveaux entrepreneurs pour être un complément au modèle central, et pour qu'ils puissent mener à bien les tâches qui lui sont attribué, Ils ont besoin de ressources financières importantes et durables. C’est pour cela le but de cette étude est de faire une analyse du budget municipal pour corriger les déséquilibres et les problèmes auxquels ils sont confrontés, et de préciser les mécanismes (financiers et organisationnels) pour améliorer les revenus, En se fondant sur l'étude appliquée des revenus pour la municipalité de Maghnia.
