واقع الإدارة الإلكترونيّة في المؤسّسة الجزائريّة

Abstract

الملخص تعتمد عملية تطبيق الإدارة الإلكترونية على عدد من المحددات التي تبحث من خلالها عن إيجاد واقع بيئة مناسبة للتطبيق الناجع للإدارة الإلكترونية ، بدورها ، بدأت الجزائر ، كغيرها من دول العالم ، بتنفيذ سياستها الهادفة إلى إدخال إصلاحات كبرى في العديد من القطاعات الوزارية المركزية وهيئاتها اللامركزية من أجل إصلاح إداري يتسم بالحداثة والانتقال التدريجي من النمط التقليدي للإدارة الجزائرية إلى النّمط الإلكتروني باعتماد تطبيق نظام الإدارة الإلكترونية. حاولنا من خلال هذه الدراسة إلقاء الضّوء على واقع تطبيق الإدارة الإلكترونية في الجزائر من خلال التعرف على ماهية الإدارة الإلكترونية ، ودوافع و لوازم التحوّل إليها ، ومن ثم تقييم واقع تطبيق ومستقبل الإدارة الكترونية في الجزائر. اتبعت الدراسة المنهج الوصفي التاريخي والتحليلي ، ودراسة حالة وأظهرت نتائج الدراسة أن الجزائر تبذل جهوداً كبيرة لتوفير البيئة المناسبة والحاضنة للإدارة الإلكترونية ، من خلال تطوير ونشر التقنيات ومع ذلك لا تزال وسائل الإعلام والاتصال غير قادرة على مواكبة التطورات العالمية في هذا المجال . summary: The process of applying e-administration depends on a number of determinants through which it seeks to find a suitable environment for the effective application of e- administration. An administrative reform characterized by modernity and the gradual transition from the traditional style of Algerian administration to the electronic style by adopting the application of the electronic management system. Through this study, we tried to shed light on the reality of the application of electronic management in Algeria by identifying the nature of electronic management, the motives and requirements for the transition to it, and then evaluating the reality of the application and future of electronic management in Algeria. The study followed the historical and analytical descriptive approach, and a case study. The results of the study showed that Algeria is making great efforts to provide the appropriate and incubating environment for electronic management, through the development and dissemination of technologies. However, the media and communication are still unable to keep pace with global developments in this field.
