أثار سياسة الانفاق الحكومي على المتغيرات الاقتصادية الكلية : دراسة تحليلة و قياسية للجزائر 1990-2017

Abstract

الملخص : تأتي اهمية دراسة الانفاق العام وعلاقته بالمتغيرات الاقتصادية الكلية كون وان الانفاق العام هو من اهم السياسات المتبعة للتحكم فيها وان اي دولة في العالم تسعى الى معالجة مسار هذه المتغيرات بما يناسبها لتحقيق مستوى عال من التطور ، ومن خلال دراستنا حاولنا الالمام بهذا الموضوع ،بحيث تم تحليل وقياس اثر الانفاق العام على المتغيرات الاقتصادية الكلية ( نمو اقتصادي ،تضخم ،بطالة ،وميزان المدفوعات ) من خلال تخصيص الاطار النظري لدراسة هذه العلاقة بشكل عام ،فيما تم تخصيص الجانب التطبيقي لتحليل وقياس اثر الانفاق العام على هذه المتغيرات الاقتصادية في الجزائر للفترة 1990 - 2017. وقد توصلنا من خلال الدراسة القياسية الى انه لا توجد علاقة وطيدة بين الانفاق العام والنمو الاقتصادي ، في حين هناك تأثير من الانفاق على التضخم ولكن بنسبة قليلة ، وبالنسبة للبطالة فانه هناك علاقة قوية بينها وبين الانفاق العام ، اما ميزان المدفوعات فلا يتأثر بالإنفاق العام . Résumé: L’importance de l’étude des dépenses publiques et de sa relation avec les variables macroéconomiques est l’une des politiques les plus importantes pour les contrôler. Et que tous les pays du monde cherchent à s’engager dans la voie de ces variables pour atteindre un niveau de développement élevé .Dans le cadre de notre étude, nous avons essayé d’en apprendre davantage sur ce sujet, de sorte que l’impact des dépenses publiques sur les variables macroéconomiques a été analysé et mesuré (Croissance économique, inflation, chômage et balance des paiements). A travers une partie théorique pour étudier cette relation en général, tandis que la patrie empirique a été appliqué pour analyser et mesurer l'impact des dépenses publiques sur ces variables économiques en Algérie de 1990 à 2017. À travers les résultats de l'étude empirique, nous avons constaté qu'il n'y a pas une forte corrélation entre les dépenses publiques et la croissance économique. Tandis que les dépenses aient un impact faible sur l'inflation. Pour le chômage, il existe une forte corrélation entre les dépenses publiques et le taux de chômage,mais la balance des paiements n'est pas affectée par les dépenses publiques. .

Abstract: There is a strong relationship between them and public spending, while the balance of payments is not affected by public spending. The importance of studying public expenditure and its relation to macroeconomic variables is that the public expenditure is one of the most important policies used to control them, and any country in the world seeks to treat the course of these variables in order to achieve a high level of development In our study we tried to cover this subject, so that the effect of public expenditure on macroeconomic variables (economic growth, inflation, unemployment and balance of payments). Through the distribution of theoretical framework to study this relationship in general, while the allocation of the applied side to analyze and measure the impact of public expenditure on these economic variables in Algeria for the period 1990 - 2017. We have found in the standard study that there is no strong relationship between public expenditure and economic growth, while there is an impact of spending on inflation but with a small percentage. Concerning unemployment, there is a strong relationship between them and between public expenditure. The balance of payments is not affected by public spending.
