دور تكنولوجيات الإعلام والاتصال في تحسين أداء الخدمة العمومية: دراسة حالة إدارة الجمارك الجزائرية

Abstract

الملخص : عرفت السنوات الأخيرة قفزة نوعية في وتيرة التطور،خاصة ما يتعلق بتكنولوجيات الإعلام والاتصال والتقنيات الرقمية،و تعاظم دور هذه الأخيرة في جميع مجالات الحياة،لما توفره من نجاعة،دقة وسرعة. تهدف هذه الدراسة إلى عرض تجربة إدارة الجمارك الجزائرية في استخدام التكنولوجية الرقمية على مستوى مصالحها الإدارية من أجل الرفع من مستوى أدائها الخدماتي أمام متعامليها و منافسيها،حيث أن التطور التكنولوجي السريع وحاجة المنظمات أصبح حتمية على الجزائر للالتحاق بالمحافل الدولية وفرض وجودها سواء على المستوى الدولي أو المحلي مع الاستعانة بالتجارب الدولية التي سبقت الجزائر في الرقمنة والإدارة الالكترونية في استخدام التكنولوجيا مما يفتح أمام الجمارك الجزائرية الاستثمار في الرأسمال البشري القائم على وجوده حجم المعلومات المطلوبة وسرعة الحصول عليها مما يؤدي الىتخفيف العبء على المتعاملين "الخدمة العمومية" و القضاء على ا لبيروقراطية والفساد. Abstract : The recentyears have witnessed a quantum leap in the pace of development, especiallywith regard to information and communications technologies and digital technologies, and theirincreasingrole in all areas of life becausetheyprovideefficiency, accuracy and speed. This studyaimed at presenting the experience of the costumes Algerian in the of digital technology at the levelits administrative interested in order to raise the level of service perfmance of itscustomers and competition ,as the rapidtechnologicaldevelopment and the need of organization has becomeimperative for Algeria to join international forms and impose itspresence , bothinternationally and locallywith the use of international experiencesthatpreceded the penalty in digitization and electronic management in the use of technology ,which opens before the criminal customs investmentinhuman capital based on the volume of information required and the speed of access ,which leads to the alleviation of the burden on dealers "public service" , and the elimination of bureaucracy and corruption
