الاستثمار الأجنبي المباشر والنمو الاقتصادي -دراسة حالة الجزائر-

Abstract

الملخص:

إن التنافس القوي بين دول العالم المختلفة في الوقت الراهن على جذب الاستثمارات الأجنبية المباشرة خاصة بين الدول النامية كان من العوامل التي دفعتنا إلى التعرف على وضع تدفقات الاستثمار في الجزائر في محاولة لإبراز أثره على النمو الاقتصادي في البلاد. وعلى الرغم من أهمية الاستثمارات الأجنبية المباشرة في رفع تراكم رأس المال المحلي و تطوير قدرات ومهارات القوى العاملة و نقل التكنولوجيا و تعزيز القدرات التصديرية للدولة، إلا أن دوره في الاقتصاد الجزائري يبقى محدوداً في بعض المجالات وهذا ما يدعو السلطات الجزائرية إلى العمل على توفير مناخ اقتصادي وسياسي مستقر، بالإضافة إلى تطوير نظام الحوافز لاستقطاب أكبر عدد ممكن من تدفقات الاستثمارات الأجنبية المباشرة. Résumé :

La forte concurrence entre les différents pays du monde notamment ceux en développement, constitue une des raisons qui nous a menées à chercher dans l'état des lieux des flux d'investissement étranger direct en Algérie, et cela dans le but de parvenir à une conclusion sur leurs effets sur la croissance économique au pays. Mais, malgré l'importance desdits investissements qui se manifeste notamment dans l'accumulation interne du capital, le développement des capacités et des compétences de la main-d'œuvre, le transfert de la technologie et le renforcement de la capacité d'exportation de l'État, le rôle de ces investissements dans l'économie algérien reste très limité dans certains domaines. Ce qui nous mène finalement à dire qu'un travail énorme reste encore à faire si les autorités algériens veulent vraiment attirer le plus grand nombre possible des flux d'investissements directs étranger. Et cela passe nécessairement par la mise-en-disposition des investisseurs un climat économique et politique assez stable et motivant.

Abstract:

The strong competition between the different countries of the world notably those in development, constitute one of the reasons that led us to look for the reality of the fluxes of the foreign direct investment in Algeria, in order to make a good conclusion about their effects on the economic growth in the country. But, despite the importance of the aforesaid investments which appear notably in the increasing of the internal accumulation of the capital ,the development of labor capacities and expertise, the transfer of the technology and the backing of the export capacity of the state, the role of these investments in the Algerian economy is still imperfect in some domains .What leads us to say that there is still a big work to make if the Algerian authorities want really to attract a big number of the fluxes of the foreign direct investments. And that crosses necessarily by the stake-in-disposition of the investors an enough steadyand substantial economic and political climate.
