دور الانفاق العام في تحقيق العدالة الاجتماعية دراسة قياسية للفترة 1990-2019

Abstract

الملخّص: لقد تناولت العديد من الدراسات موضوع العدالة الاجتماعية وسبل تحقيقها خاصة في الدول النامية، لكن ما لم يتم تناوله في الدراسات السابقة هو تحليل العلاقة بين الإنفاق الحكومي والعدالة الاجتماعية. حيث يلعب الإنفاق الحكومي دورا هاما في تحديد وتوجيه العدالة الاجتماعية. وبالتالي تهدف هذه الدراسة الى تحليل وقياس أثر الإنفاق الحكومي في دول المغرب العربي (تونس. الجزائر. المغرب) خلال فترة 1990-2019. تم قياس متغير العدالة الاجتماعية بمؤشر GINI في حين ان متغير الإنفاق الحكومي تم قياسه بحجم الإنفاق السنوي (مليار دولار). و تم تطبيق Mean Group Panel كنموذج قياسي يقيس أثر الإنفاق الحكومي على العدالة الاجتماعية في المدى الطويل لوجود تكامل مشترك بين متغيرات الدراسة إضافة لتحقق شرط استقلال المجموعات المقطعية عن بعضها البعض (cross sectionl dependece ). أظهرت النتائج أن الإنفاق الحكومي يؤثر إجمالا بشكل ايجابي على العدالة الاجتماعية في الجزائر، أما في المغرب هناك غياب للعدالة الاجتماعية وذلك للتأثير السلبي للإنفاق الصحي على العدالة الاجتماعية، وفي تونس نجح الناتج المحلي في تحقيق العدالة الاجتماعية. Résumé: De nombreuses études ont exploré le thème de la justice sociale et les moyens d'y parvenir, en particulier dans les pays en développement, mais ce qui n'a pas été abordé dans les études précédentes, c'est l'analyse de la relation entre les dépenses publiques et la justice sociale. Où les dépenses publiques jouent un rôle important dans la détermination et l'orientation de la justice sociale. Ainsi, cette étude vise à analyser et mesurer l'impact des dépenses publiques dans les pays du Maghreb arabe (Tunisie, Algérie, Maroc) au cours de la période 1990-2019. La variable de justice sociale a été mesurée par l'indice GINI, tandis que la variable de dépenses gouvernementales a été mesurée par le montant des dépenses annuelles (en milliards de dollars). Cette étude a appliqué la méthode du groupe moyen de panel (MG) comme modèle standard pour mesurer l'impact des dépenses gouvernementales sur la justice sociale à long terme car il existe une co-intégration entre les variables de l'étude en plus de l'existence de la condition du dépendance transversale. Les résultats ont montré que les dépenses publiques affectent généralement positivement la justice sociale en Algérie, alors qu'au Maroc il y a une absence de justice sociale en raison de l'impact négatif des dépenses de santé sur la justice sociale, et en Tunisie, le PIB a réussi à atteindre la justice sociale. Abstract: Many studies have explored the topic of social justice and ways to achieve it, especially in developing countries, but what was not addressed in previous studies is the analysis of the relationship between government spending and social justice. Where government spending plays an important role in determining and directing social justice. Therefore, this study aims to analyse and measure the impact of government spending in the countries of the Arab Maghreb (Tunisia, Algeria, Morocco) during the period 1990-2019. The social justice variable was measured by the GINI index, while the government spending variable was measured by the amount of annual spending (billion dollars). This study applied the panel mean group (MG) method as a standard model to measure the impact of government spending on social justice in the long run because there is a co-integration between the variables of the study besides the existence of the condition of the cross-sectional dependence. The results showed that government spending generally positively affects social justice in Algeria, while in Morocco there is an absence of social justice due to the negative impact of health spending on social justice, and in Tunisia, the GDP succeeded in achieving social justice.
