دور الجباية المحلية في تمويل الجماعات الإقليمية دراسة حالة بلدية صبرة

Abstract

الملخص تهدف هذه الدراسة للتعرف على دور الجباية المحلية في تمويل ميزانية الجماعات المحلية، حيث تم عرض مكونات الميزانية وعرض النظام الجبائي المحلي ومكوناته وكيفية توزيع موارده الجبائية بين الجماعات المحلية والدولة، ثم قمنابتحليل ميزانية بلدية صبرة ودراسة تطور ومساهمة الموارد الجبائية في الإيرادات المالية للبلدية خلال الفترة2018-2021 حيث توصلنا أن الإرادات من الجباية المحلية للبلدية لا تساهم بشكل كبير في تغطية النفقات ولا في الإرادات الإجمالية في ميزانية البلدية وأن البلدية تعتمد في تسييرها على المنح والإعانات من طرف الدولة.
