أثر استقلالية البنك المركزي على ميزان المدفوعات دراسة حالة الجزائر (1990 -2022)

Abstract

الملخص: تهدف دراستنا إلى التعرف على مدى إستقلالية البنك المركزي الجزائري ومدى فعالية سياسة النقدية في التأثير على ميزان المدفوعات. وإعتمادنا في دراستنا هذه على المنهج الوصفي في الفصل الأوّل للتعريف بالمفاهيم النظرية لأهم المصطلحات: ميزان المدفوعات البنك المركزي، السياسة النقدية، الإستقلالية. أمّا في الفصل الثاني من دراستنا إعتمدنا على المنهج التحليلي لمعالجة دور إستقلالية البنك المركزي بإعتبراه الجهة المسؤولة عن السياسة النقدية المتبعة في البلاد في التأثير على ميزان المدفوعات ومعالجة إختلالاته في الجزائر كدراسة حالة وذلك من خلال وضع جداول وأشكال بيانية وإحصائيات سنوية وخلصت دراستنا إلى أنه كلما كان البنك المركزي الجزائري في إستقلالية كبيرة كلما أعطى فعالية أكبر للسياسة النقدية التي بدورها تعتبر أهم السياسات الإقتصادية وأنه لبنك الجزائر سياسة نقدية غير فعالة في معالجة إختلالات ميزان المدفوعات الجزائري إذ إن هذا الأخير يتأثر بأسعار النفظ، وبحلول هذه المشاكل على البنك المركزي الإهتمام بتطبيق وتفعيل بعض السياسات النقدية المباشرة ،بالإضافة إلى الإسرار في تشجيع الإستثمارات الشراكة الأجنبية وكذا معرفة الدراسة الشاملة للإقتصاد الجزائري. Abstract : Our study aims to identify the independence of the Central Bank of Algeria and the effectiveness of monetary policy in influencing the balance of payments. In this study, we relied on the descriptive approach in the first chapter to introduce the theoretical concepts of the most important terms: balance of payments, central bank, monetary policy, independence. In the second chapter of our study, we relied on the analytical approach to address the role of the independence of the Central Bank as the body responsible for the monetary policy followed in the country in influencing the balance of payments and addressing its imbalances in Algeria as a case study through the development of tables, graphs and annual statistics. Our study concluded that the more the Central Bank of Algeria is in great independence, the more effective it gives to monetary policy, which in turn is considered the most important economic policy and that The Bank of Algeria has a monetary policy that is ineffective in addressing the imbalances of the Algerian balance of payments, as the latter is affected by oil prices, and by these problems the Central Bank must pay attention to the application and activation of some direct monetary policies, in addition encouraging foreign partnership investments as well as knowledge of the comprehensive study of the Algerian economy.
