دور الصناديق السيادية في تحقيق الاستقرار الاقتصادي (حالة صندوق ضبط الموارد)

Abstract

الملخص: تعد الصناديق السيادية أداة هامة في تعزيز الاستقرار الاقتصادي و النمو الاقتصادي المستدام إضافة الى تنمية البنية التحتية، وتعزيز التنويع الاقتصادي. وعلى ضوء ذلك، تهدف هذه الدراسة إلى تحليل دور صندوق ضبط الموارد في تحقيق الاستقرار الاقتصادي في الجزائر وتحقيق أهدافها بالإضافة الى تحليل دور الصندوق في تراكم الاحتياطات المالية، وإدارة الاستثمارات، وتوجيه السياسات الاقتصادية. تتمحور الدراسة أيضًا حول التحديات التي يواجهها الصندوق، مثل تقلبات أسعار النفط والتحديات الهيكلية في الاقتصاد الجزائري. توصلت النتائج الى أن صناديق الثروة السيادية تعتبر مكسبا وموردا هاما للتمويل وجدار حماية للاقتصاد من الصدمات والتقلبات والدورات الاقتصادية، لكن وظيفة صندوق ضبط الإيرادات اقتصر دوره على تحويل الفوائض المالية لعائدات النفط من الاقتصاد الى الميزانية العامة للدولة، وهذا ما يمكن أن تقوم به أية آلية دون الحاجة الى صندوق سيادي.

Abstract : Sovereign wealth funds are an important tool in enhancing economic stability, sustainable economic growth, infrastructure development, and economic diversification. In light of this, this study aims to analyze the role of the Resource Stabilization Fund in achieving economic stability in Algeria and fulfilling its objectives, as well as analyzing the fund's role in accumulating financial reserves, managing investments, and guiding economic policies. The study also focuses on the challenges facing the fund, such as oil price fluctuations and structural challenges in the Algerian economy. The results indicate that sovereign wealth funds are a valuable asset and a significant source of financing and a safeguard for the economy against shocks, fluctuations, and economic cycles. However, the role of the Revenue Stabilization Fund is limited to transferring financial surpluses from the economy to the state's general budget, a function that can be performed by any mechanism without the need for a sovereign fund.
