العلاقة بين الاقتصاد الموازي ومعدلات البطالة في الجزائر-دراسة تحليلية قياسية-

Abstract

الملخص: تهدف هذه الدراسة إلى تسليط الضوء على العلاقة التي تربط بين الاقتصاد الموازي ومعدلات البطالة في الجزائر خلال الفترة 2002-2018، بالاعتماد على مجموعة من المتغيرات باستخدام نموذج ARDL، وذلك بعد قياس حجم الاقتصاد الموازي كنسبة من GDP باستخدام طريقة الطلب على العملة خلال الفترة 1990-2018، إذ عرف هذا الأخير نسب متذبذبة تراوحت بين 17.84% سنة 1990 و32.43%سنة 2018. توصلت النتائج أن معدل البطالة له علاقة عكسية مع الاقتصاد الموازي في المدى القصير أما على المدى الطويل فتصبح العلاقة موجبة بينهم، بالنسبة للعبء الضريبي فله علاقة موجبة مع الاقتصاد الموازي على المدى الطويل أما على المدى القصير فليس له دلالة إحصائية، بالنسبة للعمالة الذاتية ومؤشر فعالية الحوكمة، الناتج المحلي الإجمالي للفرد الواحد، مؤشر الصوت والمسائلة فلهم علاقة موجبة وذو دلالة معنوية على المدى القصير والطويل معا، أما مؤشر الاستقرار السياسي فنجد أن له علاقة سالبة مع حجم الاقتصاد الموازي في الجزائر على المدى القصير والطويل. الكلمات المفتاحية:الاقتصاد الموازي، معدلات البطالة، الجزائر، الطلب على العملة، نموذج ARDL. Abstract: This study aims at shed light on the relationship between the parallel economy and unemployment rates in Algeria during the period 2002-2018, depending on a set of variables using the ARDL model, and that after measuring the size of the parallel economy as a percentage from GDP depending on the currency demand method during the period 1990-2018, as the latter this witnessed fluctuating rates ranging between 17.84% in 1990 to 32.43% in 2018. The results found that the unemployment rate has an inverse relationship with the parallel economy in the short run, but in the long run the relationship becomes positive between them. Regarding the tax burden has a positive relationship with the parallel economy in the long run, but in the short run it has no statistical significance. Regarding self-employment, the effectiveness of governance index, GDPPer Capita, the voice and accountability index, they have a positive and significant relationship in the short and long run together. As for the political stability index, we find that it has a negative relationship with the size of the informal economy in Algeria in the short and long run. Keys words: parallel economy, the currency demand method,unemployment, Algeria, ARDL Model Résumé : Cette étude vise à analyser la relation entre l'économie parallèle et les taux de chômage en Algérie pour la période 2002-2018, à l'aide du modèle ARDL, et cela après avoir mesuré la taille de l'économie parallèle en pourcentage de PIBpar habitant en fonction de la méthode de la demande de devises pour la période 1990-2018, ces derniers avaient des taux fluctuants allant de 17,84% en 1990 à 32,43% en 2018 Les résultats montrent que le taux de chômage a une relation inverse avec l'économie parallèle dans le court terme, mais à long terme, la relation devient positive entre eux. En ce qui concerne la charge fiscale a une relation positive avec l'économie parallèle à long terme, mais à court terme, il n'a aucune signification statistique. En ce qui concerne le travail indépendant, l'efficacité de l'indice de gouvernance, le PIBpar habitant, l'indice de voix, ils ont une relation positive et significative à court et à long terme. Quant à l'indice de stabilité politique, nous constatons qu'il a une relation négative avec la taille de l'économie informelle en Algérie à court et long terme.
