اثار تقلبات سعر الصرف على ميزان المدفوعات دراسة حالة الجزائر

Abstract

ملخص: تتمركز هذه الدراسة على تحليل العلاقة بين تقلبات أسعار الصرف ورصيد ميزان المدفوعات من خلال تحديد مختلف الجوانب النظرية فيما يتعلق بموضوعي سعر الصرف وسياساته وكذا ميزان المدفوعات،الى جانب ابرازسياسة سعر الصرف المنتهجة في الجزائرعلى ميزان مدفوعاتها،كعملية تخفيض قيمة العملة المحلية التي جاءت في اطار برنامج الإصلاح الهيكلي في الفترة 1986الى1998 وبالتحليل خلال الفترة1998- 2016 بالقياس الاحصائي،وذلك لمحاولة معرفة مدى تحقيق هذه السياسة للأهداف و الغايات المسطرة من طرف الدولة،وتوصلت هذه الدراسة الى ان سياسة سعر الصرف المتبعة في الجزائرلم تكن فعالة في تصحيح الاختلال في ميزان المدفوعات،وهذا راجع الى طبيعة الاقتصاد الوطني الذي يرتكز على الصادرات من المحروقات والتي يخضع تسعيرها لمنظمة الأوبك. Résumé : Cette étude porte sur l'analyse de la relation entre les fluctuations des taux de change et la balance des paiements en déterminant les différents aspects théoriques du taux de change et des politiques ainsi que de la balance des paiements, ainsi que la politique de change adoptée en Algérie sur la balance des paiements, Le cadre du programme de réformes structurelles pour la période 1986-1998 et l'analyse statistique de la période 1998-1996 afin de déterminer dans quelle mesure cette politique a été réalisée pour les buts et objectifs fixés par l'Etat. Pour corriger le déséquilibre de la balance des paiements, et ceci est dû à la nature de l'économie nationale, qui est basée sur les exportations de carburant, qui est soumise au prix de l'OPEP. Summary: This research pape ris an attempt to hed light on the centralization on the analysis of the relation shif between exchange rate fluctuations and the balance of payments balance by determining various theoretical asfects regarding exchange rate and policy as will as the balance of payments. in addition, it highbights the exchange rate policy adopted in algeria on the balance of payments, such as the process of devaluation of the local currency, which came within the frame work of structural reform program in the period 1986 to 1998 and canalyzed during the period 1998-2016 by statistics, in order to try to know the extent to which this policy achieved the goals and olyectues of the state part. the study found that the exchange rate policy adopted in algeria was not effective in correcting the imbalance in the balance of payments, and this is due to the nature of natianal aconomy, which is focused on exports ogf fuels subejected to the pricing of OPEC.
