مُعِين" تطبيق ذكي لتقليص الهدر وتعزيز التكافل في إطار الاقتصاد الدائري : الربط بين فائض الأفراد واحتياجات الجمعيات في الجزائر"

Abstract

الملخص: تهدف هذه الدراسة إلى تقديم مخطط الأعمال لمشروع تطبيق رقمي يُعنى بتنظيم التبرعات العينية والمالية في إطار الاقتصاد الدائري، حيث يُمثل مخطط الأعمال أولى الخطوات العملية نحو تقييم مدى قابلية المشروع للتنفيذ والاستدامة. ويُعد هذا المشروع استجابة لاحتياج واقعي يتمثل في ضعف تنظيم التبرعات وهدر الفائض المجتمعي في ظل غياب آليات رقمية فعّالة. جاء اختيار الاقتصاد الدائري كنشاط مركزي للمشروع بالنظر إلى قدرته على تحويل الفائض إلى موارد مُعادة التوظيف لصالح الفئات المحتاجة، مما يُحقق بُعدًا اجتماعيًا وبيئيًا في آنٍ واحد. كما تم بناء التطبيق الرقمي "مُعِين" ليكون منصة ذكية تربط بين المتبرعين، الجمعيات، المؤسسات الاقتصادية، والباحثين، ضمن منظومة شفافة تُعزز من الأثر الاجتماعي للتبرع، وتُقلل من الفاقد. يُوضح مخطط الأعمال جميع العناصر الأساسية المرتبطة بإنشاء المشروع، من تحليل القيمة المقترحة، إلى تحديد العملاء المستهدفين، والموارد والشركاء، وصولاً إلى القنوات التسويقية وهيكل التكاليف. وبذلك يُعد هذا العمل خطوة تمهيدية نحو تجسيد مشروع تضامني رقمي يتماشى مع التحولات التكنولوجية، ويُقدّم حلًا واقعيًا يعكس أهداف التنمية المستدامة، ضمن منظور محلي يعزز من الابتكار الاجتماعي في الجزائر. Summary: This study aims to present a business plan for a digital application project concerned with organizing in-kind and financial donations within the framework of the circular economy. The business plan represents the first practical step toward assessing the project's feasibility and sustainability. This project responds to a real need: weak donation organization and the waste of community surplus in the absence of effective digital mechanisms. The circular economy was chosen as the project's central activity given its ability to transform surplus into repurposed resources for the benefit of needy groups, achieving both a social and environmental dimension. The "MOU3IN" digital application was also built as a smart platform connecting donors, associations, economic institutions, and researchers within a transparent system that enhances the social impact of donations and reduces waste. The business plan outlines all the essential elements associated with establishing the project, from analyzing the value proposition, to identifying target customers, resources, and partners, to marketing channels and cost structure. This work represents a preliminary step toward embodying a digital solidarity project that aligns with technological transformations and offers a realistic solution that reflects sustainable development goals, within a local perspective that promotes social innovation in Algeria.
