Resumé La fonction du juge administratif ne se limite pas à l’application des textes juridiques ou interpreter l’ambiguitté qu’ils contient .mais elle s’etend dans l’absence du texte juridique ,à etablir une base judiciare avecune force obligatoire à travers la decision de principe et les principes genéraux du droit .
