Item الرعاية الدولية لذوي الاحتياجات الخاصة(University Centre of Maghnia, 2022-07-13) حميدي آمنةالملخص: إن الاهتمام بحقوق ذوي الاحتياجات الخاصة لم يكن مطروحا على الساحة الدولية من قبل الأمم المتحدة عند وضع النصوص الدولية لحقوق الإنسان بداية من الإعلان العالمي لحقوق الإنسان لعام 1948 وإلى غاية صدور العهدين الدوليين لعام 1966، رغم شمول هذه الفئة بالحقوق الواردة فيها، إلا أنه ومع تزايد هذه الفئة في العالم أدرك المجتمع الدولي انه لابد من مراعات و حماية هذه الفئة الهشة، ولذلك سارعت مختلف الدول والمنظمات الدولية على تأكيد حقوق ذوي الاحتياجات الخاصة من خلال العديد من الإعلانات والمواثيق الدولية، وبعد جهود طويلة تم تأكيد اتفاقية حقوق الأشخاص ذوي الإعاقة لسنة 2006 كاتفاقية شاملة ومتكاملة لحماية و تعزيز حقوقهم بحيث تضمنت جميع الحقوق الكفيلة بضمان تمتعهم بالمساواة و عدم التمييز بسبب الإعاقة وتجاوز العوائق التي تحول دون مشاركتهم واندماجهم في المجتمع. Résumé : La préoccupation pour les droits des personnes ayant des besoins spéciaux n'a pas été soulevée sur la scène internationale par les Nations Unies lors de l'élaboration de textes internationaux sur les droits de l'homme à partir de la Déclaration universelle des droits de l'homme en 1948 jusqu'à la publication des deux pactes internationaux de 1966, malgré l'inclusion de cette catégorie avec les droits qu'elle contient, mais qu'avec l'augmentation de cette catégorie dans le monde, la communauté internationale s'est rendu compte que ce groupe fragile devait être pris en compte et protégé.Par conséquent, divers pays et organisations internationales se sont empressés de confirmer les droits des personnes ayant des besoins spéciaux à travers de nombreuses déclarations et conventions internationales, et après de longs efforts, la Convention relative aux droits des personnes handicapées a été confirmée pour l'année 2006 comme un accord global et intégré pour protéger et promouvoir leurs droits, y compris tous droits qui garantissent leur jouissance de l'égalité et de la non-discrimination fondée sur le handicap et de surmonter les obstacles qui empêchent leur participation et leur intégration dans la société. Abstract: The concern for the rights of people with special needs has not been raised on the international scene by the United Nations during the development of international texts on human rights from the Universal Declaration of Rights rights in 1948 until the publication of the two international covenants of 1966, despite the inclusion of this category with the rights contained therein, but that with the increase of this category in the world, the international community realized that this fragile group needed to be accommodated and protected .Therefore, various countries and international organizations rushed to uphold the rights of people with special needs through numerous international declarations and conventions, and after many long efforts, the Convention on the Rights of Persons with Disabilities was confirmed for the year 2006 as a global and integrated agreement to protect and promote their rs rights, including all rights which guarantee their enjoyment of equality and non-discrimination on the basis of disability and to overcome the obstacles which prevent their participation and their integration in society.
