Abstract

ملخص: تعد التنمية المستدامة من المفاهيم القليلة التي تجمع بين البعد النظري والجانب التطبيقي ، وتستدعي الرؤية الفلسفية والمستقبلية للمجتمعات ومقاصد تطورها فتشير التنمية المستدامة الى إزالة كل المعوقات التي تواجه تطور المجتمع ونموه وإظهار قدراته الكاملة ، حيث تبحث عن اقتصاد قوى لتحسين المستوى المعيشي وتحقيق نوعية حياة امثل للإنسان والانتقال من مجتمع متخلف إلى مجتمع متقدم في طريق النمو والرقي .فجوهرها هو التفكير في المستقبل وفي مصير الأجيال القادمة لتحقيق كافة متطلباتهم ولهذا فان الإدارة المحلية المتضمنة لهيئات إدارية وسياسية (البلدية والولاية) تعتبر حلقة وصل بين الإدارة المركزية والمواطن ، ومن هنا يمكن تفعيل دور السلطات المحلية في تحقيق التنمية المستدامة من خلال إتباع آليات تساعدها على ذلك بوضع مخططات تنموية لها وتطويرها وتنفيذها .لأنها الشريك الأمثل للدولة في تحقيق جميع أنواع التنمية وتوفير الاستقرار السياسي والأمن.وبرزت ذلك من خلال الدور الذي تلعبه بلدية عين يوسف ولاية تلمسان لتحقيق هذه التنمية المحلية المستدامة خلال الفترة الممتدة من 2000-2021. Resume: Le développement durable des rares concepts qui combinent dimension dimension théorique et l’aspect appliqué , et appelle a la vision philosophique et l’avenir des communautés et des fins de développement ,fait reference au développement durable ,de supprimer tous les obstacles auxquels est confronte le développent de la société et le développement, et de montrer son potentiel, ou la recherché d’une économie forte pour améliorer le niveau de vie et parvenir a la qualité de vie optimal pour l’homme et la transition d’une société arriérée à une société avancée dans la voie de la croissance et de la prospérité, sa essence est de penser à l’avenir et le sort des générations futures à satisfaire toutes les exigences .ceci est la raison pour laquelle l’administration locale comprend les organes administratifs ) municipaux et de l’Etat (considéré comme un lien entre l’administration centrale et le citoyen ,et de là ,nous pouvons activer le rôle des autorités locales dans la realization du development Durable à travers les mécanismes. Summary: Sustainable development is on of the few concepts that combined the theoretic dimension and the practical aspect and colls for the philosophical and future vision of sevieties and the purposes of the development.Sustainable development refors to the removal of all obstacles facing the development and growth of society and the manifestation of its full capabilities for a strong economy to improve the standard of living and achieve optimal quality of life for the human being and move from a back ward society to an advanced society on the path of growth and advancement .its essence is to think about the future and fate of future generations to achieve all their requirement .there fore the local administration that in cludes administrative and political.Bodies (the municipality. And the state is considerer a lik between the centralized administ ration and the citizen and from here its is possible to activate the rol of lacal and horities in achieving sustainable development by following mech amismsthat help then to do this by setting development plams for them Developing and implementing because they are the best partner for the state in achieving all kinds off development and providing politicl stabilitiy and security .thiswas demonstrated by the role played by the municipality of ain youssef then cenprovince to achieve this sustainable local development during the period from 2000-2001 .
