Abstract

الملخص: تعتبر المقارنة المرجعية من أفضل الممارسات التي من شأنها أن تؤدي الى أداء متفوق للمؤسسة الاقتصادية، وكونه مفهوما جديد نسبيا حيث استحوذ على اهتمام العديد من المؤسسات بمختلف احجامها وأشكالها خاصة منها الاقتصادية والصناعية، وحاز على شهرة كبيرة بين التنفيذيين وكبار المديرين. حيث هدف هذا البحث الى تسليط الضوء على اسلوب المقارنةالمرجعيةكأسلوب تسيير في تحسين خدمات الصحةوالسلامة المهنية باعتبارهما مفهومين متعددي الابعاد اذ تم اعتماد المنهج الوصفي التحليلي لمعالجه هذا الموضوع من خلال اداه الاستبيانالمتكون من 26 عبارة كما تم تحليل البيانات المتمثلة في 60 عينةمقسمةالى 30عينة بالنسبة لكل من المؤسستين المعنيتين بالدراسةباستخدام البرنامج الاحصائي.spss هذا وقد اظهرت نتائج الدراسة الى وجود اثر في تطبيق المقارنة المرجعية كأسلوب تسيير في خدمات الصحة والسلامة المهنيه في المؤسستين وهذا راجع لفاعليتها في تحسين وتطوير الاداء داخل هياكلها وكذا توفير الرضا لكل من الإدارة العليا والإدارة والجمهور بهدف تحقيق جو عمل امن وكذا تحقيق التميز والابداع وفي إطار الاهتمام بتطوير أداء المؤسسات الاقتصادية والصناعية، ظهر أسلوب المقارنة المرجعية لقياس وتقييم أداء هذه المؤسسات، وتحديد نواحي القصور فيها مقارنة بالآخرين والعمل على معالجتها وتحقيق الجودة في عملياتها وخدماتها خاصة الصحية منها. وجعلها قادرة على مواجهة منافسيها، وقد انتشر تطبيق هذا الأسلوب في السنوات الأخيرة في العديد من الدول مثل: اليابان، بريطانيا وأمريكا. وعلى الرغم من أهمية أسلوب المقارنة المرجعية في تفعيل القدرة التنافسية للمؤسسة، إلا أنه لم يأخذ حقه من الدراسة والتطبيق في الدول العربية، ولهذا سنجادل في موضوعنا هذا على دور المقارنة المرجعية كألية لتحسين خدمات الصحة والسلامة المهنية والاستفادة منها بشكل فعال للوصول الى أفضل أداء ممكن. Abstract : Benchmarking is considered one of the best practices that lead to superior performance of the economic institution, and being a relatively new concept as it captured the attention of many institutions of various sizes and shapes, especially economic and industrial ones, and gained great fame among executives and senior managers. This research aims to shed light on the benchmarking method as a management method in improving occupational health and safety services as two multi-dimensional concepts, as the analytical descriptive approach was adopted to address this issue through the questionnaire tool.It consists of 26 statements, and the data of 60 samples divided into 30 samples were analyzed for each of the two institutions involved in the study using the statistical program. Spss The results of the study showed that there is an effect in the application of benchmarking as a management method in occupational health and safety services in the two institutions, and this is due to its effectiveness in improving and developing performance within its structures as well as providing satisfaction to both senior management, management and the public in order to achieve a safe work atmosphere as well as achieving excellence and creativity In the framework of interest in developing the performance of economic and industrial institutions, the benchmarking method appeared to measure and evaluate the performance of these institutions, identify their deficiencies compared to others, and work to address them and achieve quality in their operations and services, especially health ones. And make it able to face its competitors, and the application of this method has spread in recent years in many countries such as: Japan, Britain and America. Despite the importance of the benchmarking method in activating the competitiveness of the organization, it did not take its due from the study and application in the Arab countries, and for this we will argue in this topic on the role of benchmarking as a mechanism to improve occupational health and safety services and benefit from them effectively to reach the best possible performance.
