Abstract

ملخص الدراسة: تعد الثورة الرقمية بكافة أشكالها وتطبيقاتها من أهم الرهانات التي فضت في كل المجالات، كما ساهمت عدة متغيرات وأبعاد سياسية واقتصادية واجتماعية في إحداث طفرة نوعية في مجال هذه التقنيات الإلكترونية أو ما يعرف بالرقمنة، حيث يتطلب تشخيص واقع الرقمنة في الجماعات المحلية وموقع الجزائر من التحول الرقمي،لربط دور هذا الأخير في تحسين نوعية الخدمة العمومية، باعتبار أن العمليات الإدارية أصبحت أكثر تعقيدا للتحول من الأعمال الإدارية التقليدية العاجزة عن إرضاء المواطن إلى خدمات رقمية تتسم بالسرعة والكفاءة العالية وهذا جاء نتيجة عدة تجارب تقنية ناجحة في مجتمعات أكثر تطورا. حيث تناولت الأطروحة دور الرقمنة في تحسين نوعية الخدمة العمومية بالجزائر من خلال دراسة تحليلية بالجماعات المحلية، والتي عرفت عدة خطط واستراتيجيات تهدف لرقمتنها وتحسين مستوى الاتصال العمومي، ولتحقيق أهداف هذه الدراسة استخدمنا المنهج الوصفي التحليلي، وتمثلت الأدوات البحثية في الاستبيان،المقابلة والملاحظة لجمع البيانات، حيث ما توصلت إليه الدراسة هو أن الرقمنة ساهمت بشكل كبير في تحسين وتفعيل جودة الخدمات الإلكترونية للمؤسسة العمومية والجماعات المحلية. Study summary: The digital revolution in all itsforms and applications is one of the most important betsthat have been achieved in all fields. Severalpolitical, economic and social variables and dimensions have contributed to creating a qualitative leap in the field of theseelectronic technologies, or whatisknown as digitization. It requiresdiagnosing the reality of digitization in local communities and Algeria’s position in the digital transformation, to link the role of the latter in improving the quality of public service, consideringthat administrative processes have become more complex to transformfromtraditional administrative workthatisunable to satisfy the citizen to digital services characterized by speed and high efficiency. This came as a result of severalsuccessfultechnicalexperiments in more developedsocieties. The thesisaddressed the role of digitization in improving public service in Algeriathrough an analytical study of local communities, whichknewseveral plans and strategiesaimed at digitizingthem and improving the level of public communication, and to achieve the objectives of this study, weused the descriptive analytical approach, and the researchtoolswererepresented in the questionnaire, interview and observation to collect data, wherewhat the study reachedisthatdigitizationcontributedsignificantly to improving and activating the quality of electronic services for public institutions and local communities.
