أثر التحول الرقمي على الأداء التنافسي للمؤسسات الصغيرة و المتوسطة في الجزائر

Abstract

الملخص بالعربية تُبرز الحالة الجزائرية مفارقة جوهرية في مسار التحول الرقمي؛ فارتفاع انتشار الإنترنت إلى 76.9% من السكان، بما يعادل 36.2 مليون مستخدم، لم ينعكس بالقدر نفسه على الجاهزية الرقمية، حيث احتلت الجزائر المرتبة 100 من أصل 133 دولة في مؤشر الجاهزية الشبكية لسنة 2024. تنطلق هذه الدراسة من هذه المفارقة لتحليل أسباب ضعف تحول الرقمنة الكمية إلى أداء تنافسي فعلي لدى المؤسسات الصغيرة والمتوسطة. اعتمدت الدراسة المنهج الوصفي التحليلي بالاستناد إلى مؤشرات حديثة لسنتي 2024 و2025، شملت مؤشر الجاهزية الشبكية، ومعطيات DataReportal، وإحصاءات قطاع الاتصالات والدفع الإلكتروني في الجزائر. أظهرت النتائج أن الانتشار الرقمي لا يكفي وحده لتحقيق التنافسية، إذ تكشف الفجوة بين بُعد الأفراد من جهة، وبُعدي الحوكمة والأثر الاقتصادي من جهة أخرى، أن ضعف الحوكمة الرقمية يحدّ من تحويل الاستخدام التقني إلى قيمة اقتصادية. كما بينت الدراسة أن هيمنة الإنترنت المحمول أفرزت رقمنة جزئية ذات أثر تسويقي واتصالي، لكنها لا ترقى إلى تحول مؤسسي شامل. ويظهر هذا الأثر بصورة أسرع في قطاعي التجارة والخدمات، بينما يتطلب القطاع الصناعي اندماجاً أعمق مع تقنيات الثورة الصناعية الرابعة. وتخلص الدراسة إلى أن بناء تنافسية رقمية مستدامة في المؤسسات الصغيرة والمتوسطة الجزائرية يتطلب الانتقال من منطق الانتشار الرقمي إلى منطق التحول المؤسسي، عبر تحسين الحوكمة الرقمية، تطوير الكفاءات، وإعادة هيكلة العمليات التنظيمية والإنتاجية. Abstract in English The Algerian case highlights a fundamental paradox in the digital transformation path; the high internet penetration rate, reaching 76.9% of the population (equivalent to 36.2 million users), has not translated into a corresponding level of digital readiness, as Algeria ranked 100th out of 133 countries in the 2024 Network Readiness Index. This study originates from this paradox to analyze the reasons behind the weak conversion of quantitative digitalization into actual competitive performance within Small and Medium Enterprises (SMEs). The study adopted a descriptive-analytical approach, utilizing recent indicators for the years 2024 and 2025. These included the Network Readiness Index, DataReportal metrics, and statistics from the telecommunications and electronic payment sectors in Algeria. The findings revealed that digital penetration alone is insufficient to achieve competitiveness. The gap between the "people" dimension on one hand, and the "governance" and "economic impact" dimensions on the other, demonstrates that weak digital governance limits the transformation of technical usage into economic value. Furthermore, the study indicated that the dominance of mobile internet has created a partial digitalization with merely marketing and communicative impacts, falling short of a comprehensive institutional transformation. This impact appears more rapidly in the commerce and services sectors, whereas the industrial sector requires a deeper integration with Fourth Industrial Revolution (Industry 4.0) technologies. The study concludes that building sustainable digital competitiveness in Algerian SMEs requires shifting from a "digital penetration logic" to an "institutional transformation logic." This can be achieved by enhancing digital governance, developing skills, and restructuring organizational and production processes.
