Abstract

الملخص: يهدف هذا البحث إلى دراسة معوقات وآفاق تطبيق نظام ضمان الجودة في مؤسسات التعليم العالي الجزائرية. ولتحقيق هذا الهدف، قمنا بتقسيم البحث إلى جانب نظري وآخر تطبيقي، حيث تضمن البحث في جانبه النظري عرض المفاهيم الفكرية المتعلقة بجودة التعليم العالي وضمانها، ودراسة موضوع تطبيق نظام ضمان الجودة وعلاقته بمدخل إدارة التغيير. أما الجانب التطبيقي فتمحور حول دراسة ميدانية شملت مؤسسات التعليم العالي للشرق الجزائري، حيث وجهت استمارة بحث إلى مسؤولي ضمان الجودة بهدف التعرف على المبررات الدافعة لتطبيق نظام ضمان الجودة على مستوى مؤسساتهم والخيارات الأساسية لتطبيقه، اضافة إلى تحديد المعوقات التي تحدّ من عملية تطبيق هذا المدخل وعوامل انجاح تطبيقه. وقد أظهرت نتائج الدراسة عن دفع كل من التحديات الداخلية والخارجية التي تواجه مؤسسات التعليم العالي الجزائرية إلى تطبيق نظام ضمان الجودة بها، بالإضافة إلى وجود اختلافات في وجهات نظر مسؤولي ضمان الجودة حول السياسة المناسبة لتطبيق نظام ضمان الجودة، كما كشفت نتائج الدراسة عن وجود جملة من المعوقات التي تحدّ من تطبيق نظام ضمان الجودة والمتعلقة بالجانب القيادي على مستوى الوزارة الوصية والجانب الإداري والتنظيمي على مستوى المؤسسة والجانب السلوكي للأطراف المعنية بتطبيقه، كما كشفت الدراسة عن وجود جملة من ع وامل النجاح ذات أهمية متفاوتة من وجهة نظر مسؤولي ضمان الجودة، مما يتعين على صانعي القرار الأخذ بها لانجاح تطبيق نظام ضمان الجودة في مؤسسات التعليم العالي الجزائرية Abstract: This study aims to examining the constraints and prospects of implementing quality assurance system in Algerian higher education institutions. To achieve this aim the research is divided into a theoretical part and a practical one .The theoretical part exposes concepts and notions related to the quality of higher education and its assurance, in addition to studying the application of the quality assurance system and its relationship to change management .The practical part of the research is based on a field study which covered higher education institutions of east Algeria. A questionnaire was distributed to officials of quality assurance in order to understand the reasons behind implementing this system in their institutions and the basic options to apply it. The practical part of the study aims also at identifying the difficulties that restrict the application of this system and the factors that can guarantee its success. The results revealed that the challenges, whether internal or external, facing the Algerian higher education institutions necessitated the application of the quality assurance system .The study showed differences among officials of quality assurance concerning the perspectives appropriate policy of applying this and revealed the existence of a number of obstacles and success factors of varying importance from the standpoint of quality assurance officials. Decision makers could take these factors into consideration in order to achieve success in the application of quality assurance system in Algerian higher education institutions.
