Abstract

الملخص: تعتبر الدائرة في التنظيم الإداري الجزائري، نموذجا لتجسيد عدم التركيز الإداري، حيثهي تقوم بممارسة الرقابة الوصائية من طرف رئيسيا والمفوضة إليه من طرف الوالي فهي لا تتمتع بالشخصية المعنوية ولا بالاستقلال المالي، إضافة إلى قمة وضعف النصوص القانوني المتعلقة بها رغم المكانة الفعلية التي تحتلها في الواقع ما خلف غموضا كبيرا حول مصير هذه الهيئة، خصوصا من حيث تصنيفها ضمن مختلف هيئات التنظيم الإداري.
