Abstract

الملخص : إن التعذيب عرف عند كل المجتمعات الانسانية وفي كافة الحضارات منذ القدم، وهو جريمة بشعة تصل في حالات القسوة إلى الموت، مما دفع المجتمع إلى التصدي لهـا، فمنـذ الحرب العالمية الثانية التي شهدت معاركها الواسعة أبشع الجرائم بحق الإنسان، تصدت الأمم المتحدة لانتشار هذه الظاهرة القهرية التعسفية بصورة أوسع واتخذت الكثير من الخطوات المهمة فـي مجـال حماية حقوق الإنسان، وتمكنت من الوصول إلى قناعة تامة بضرورة منع التعذيب منعا باتا وذلك من خلال إصدار وثائق قانونية اتخذت صيغا مختلفة بدءا من الإعلانات العالمية الداعيـة لحماية حق الإنسان في عدم تعرضه للتعذيب، مرورا بالاتفاقيات والمعاهدات الملزمة. وبالإضافة إلى الدور الذي تقوم به الأمم المتحدة فإنه توجد إلى جانبها منظمات أخرى دولية غير حكومية تقوم بدور مهـم فـي مجال حماية حقوق الإنسان وخاصة حقه في عدم التعرض للتعذيب.
