بيان السياسة العامة كآلية لرقابة البرلمان على أعمال الحكومة في ظل التعديل الدستوري لسنة 2020

Abstract

ملخص: نستنتج أن بيان السياسة العامة هو وسيلة لإبلاغ الحكومة بما تم تنفيذه من مخطط أو برنامج الحكومة الذي تم المصادقة عليه من قبل نواب البرلمان خلال مرور سنة على ذلك، وعليه فإن هذا البيان تشترك فيه بعض دول المغرب العربي وكذلك بلد فرنسا، وهو يختلف من بلد لآخر، بالإضافة إلى هذا نستنتج أنه تختلف الآثار المترتبة عن تقديم بيان السياسة العامة في بلدان المغرب العربي وبلد فرنسا، وفي الأخير نقول أنه كل مشرع قام بتنظيم بيان السياسة العامة حسب ما يراه مناسبا.

Résumé : Nous concluons que la déclaration de politique publique est un moyen d'informer le gouvernement du plan ou du programme mis en œuvre par le gouvernement qui a été approuvé par les parlementaires dans l'année qui suit, et en conséquence, cette déclaration est partagée par certains pays du Maghreb ainsi que par le pays de France, et cela varie d'un pays à l'autre. En plus de cela, nous concluons que les implications de la présentation de la déclaration de politique publique diffèrent dans les pays du Maghreb et le pays de France, et au final nous disons que chaque législateur a organisé la déclaration de politique publique comme il l'entend.

Abstract : We conclude that the public policy statement is a means of informing the government of the implemented plan or program of the government that was approved by parliamentarians within one year of that, and accordingly, this statement is shared by some countries of the Maghreb as well as the country of France, and it varies from one country to another. In addition to this, we conclude that the implications of presenting the public policy statement differ in the countries of the Maghreb and the country of France, and in the end we say that each legislator organized the public policy statement according to what he deems appropriate.
