لجان التحقيق البرلماني كآلية للرقابة على أعمال الحكومة

Abstract

ملخص: يعتبر التحقيق البرلماني في الجزائر آلية من آليات الرقابة على أعمال الحكومة، وقد أكدت معظم النصوص الدستورية الجزائرية المتعاقبة على حق أعضاء البرلمان من كلا الغرفتين في إنشاء لجان تحقيقية في نطاق اختصاص البرلمان في كل قضية ذات مصلحة عامة، وفي هذا الإطار أكد الدستور الجزائري المعدل سنة 2016 على ذلك. وعلى إثر ذلك يمكن القول بأن وظيفة أعضاء البرلمان لم تقتصر على التقصي والتحري عن المعلومات والبيانات فحسب بل تتعدى ذلك، كما يمكن إعتبارها وسيلة للكشف عن فساد الإدارات والشخصيات. Résumé: L'enquête parlementaire en Algérie est considérée comme l'un des mécanismes de suivi des actions du gouvernement, et la plupart des textes constitutionnels successifs ont confirmé le droit des membres des parlements des deux chambres de constituer des commissions d'enquête relevant de la compétence du parlement dans tous les domaines. d'intérêt public, et dans ce contexte, la constitution algérienne modifiée a confirmé une année 2016 à ce sujet. En conséquence, on peut dire que la fonction des députés ne se limitait pas à enquêter et à enquêter sur les informations et les données, mais aussi au-delà, et elle peut également être considérée comme un moyen de révéler la corruption de services et de personnalités. Abstract: The parliamentary investigation in Algeria is considered one of the mechanisms for monitoring the actions of the government, and most of the successive constitutional texts have confirmed the right of members of parliament from both chambers to establish investigative committees within the scope of parliament’s jurisdiction in every issue of public interest, and in this context the amended Algerian constitution confirmed a year 2016 on that. As a result of this, it can be said that the function of members of Parliament was not only limited to investigating and investigating information and data, but also beyond that, and it can also be considered as a means to reveal the corruption of departments and personalities.
