Abstract

الملخــص : يعد البرلمان مؤسسة دستورية هامة في النظام السياسي الجزائري، فهو المعبر عن الإرادة الشعبية و أمال و طموحات الشعب؛ ويتشكل البرلمان الجزائري من غرفتين هما المجلس الشعبي الوطني، و مجلس الأمة، إذ أن العضو البرلماني يمارس مهامه النيابية من خلال عهدة برلمانية محددة بفترة زمنية و هذا بالاعتماد على آلية الانتخاب الذي يعتبر وسيلة ديمقراطية لتولي السلطة في المجالس النيابية.و لقد تم تحديد مدة العضوية في المجلس الشعبي الوطني ب5سنوات عن طريق الانتخاب، أما بالنسبة للعضوية في مجلس الأمة فقد حددت ب6سنوات مع تجديد نصف الأعضاء كل ثلاث سنوات، و هي تجمع بين الانتخاب و التعيين، وقد تنتهي هذه العهدة إما نهاية عادية وذلك باستقالة العضو البرلماني أو وفاته أو النهاية المحددة قانونا لعهدته النيابية، كما قد تنتهي نهاية غير عادية إما بالإسقاط أو الإقصاء .

Résumé : Le parlement est une institution constitutionnel importante dans le système politique algérien qui exprime le volonté populaire, les espoirs et les aspirations du peuple ; pour que le parlement algérien soit formé de deux chambres l’Assemblée populaire nationale, la chambre parlementaire exerçant ses attributions parlementaires à travers un déterminé dans le temps, et cela sur la base du mécanisme électoral, qui est une manière démocratique de prendre le pouvoir dans les parlements. L’Assemblée populaire Nationale est élue pour 5 ans. Quant à la composition de l’Assemblée Nationale elle est fixée pour 6 ans, la moitié des membres étant renouvelée tous les trois ans, elle combine élection et nomination.

Abstract : Parliament is an important constitutionnel institution in the Algerian political system, which expresses the popular will, hopes and aspirations of the people ; so that the Algerian parliament, is formed of two chambers, the Nationale People’s Assembly and the parliament exercises its parliamentary duties through the manda specified in a period of time , and this is based on the election mechanism, which is a democratic way to take power in the parliaments the people’s National Assembly is for years by election. As for membership in the National Assembly, it has been set for 6 years, with half of the members being renewed every election and appointment.
