Abstract

ملخص: لقد اعتمدت الجزائر كغيرها من الدول أسلوب اللامركزية فـي تنظيمها الإداري نظرا لما يمنحه هدا الأسلوب من استقلالية للسلطات المحلية وحرية فـي اتخاذ المبادرات التـي تساهم فـي التنمية المحلية، إلا أن هده الاستقلالية تبقـى محدودة ونسبية مع خضـوع الإدارة المحلية لما يعرف بالرقابة الوصائية للسلطة المركزية علـى أشخـاص وأعمـال السلطـات المحليـة.
