Abstract

ملخص: تعتبر الجزائر من البلدان التي تتوفر على قاعدة تشريعية و تنظيمية تهدف إلى احترام مقاربة تتضمن حماية البيئة من المخاطر التي تسببها المؤسسات المصنفة هذا من جهة و من جهة أخرى مراعاة جانب التنمية المستدامة التي قد تكون أحيانا همجية بحيث يبرز دور الإدارة سواء على المستوى المركزي أو على المستوى المحلى الذي يعتبر الواجهة الحقيقية والأولى لممارسة الرقابة و المرافقة دون نسيان الجانب الردعي المتمثل في عنصر الظبط بمختلف أنواعه ضد كل أشكال الاعتداء على البيئة Résumé: L’Algérie est l’un des pays à disposer d’une base législative et réglementaire pour respecter l’approche de la protection de l’environnement contre les risques causés par ces institutions et prendre en compte l’aspect du développement durable, parfois barbare, soulignant le rôle de la gestion au niveau central ou Niveau local, qui est la véritable interface et le premier à exercer un contrôle et un accompagnement sans oublier le côté dissuasif de l'oppresseur de toutes sortes contre toutes les formes d'abus environnementaux. Abstract: Algeria is one of the countries that have a legislative and regulatory basis to respect an approach that includes protection of the environment from the risks caused by these institutions, on the one hand, and to take into account the aspect of sustainable development, which may sometimes be barbaric, highlighting the role of management at the central level or on Local level, which is the real interface and the first to exercise control and accompaniment without forgetting the deterrent side of the oppressor of various kinds against all forms of environmental abuse.
