العدالة اللغوية في المجتمع الجزائري بين رسم السياسة اللغوية وتطبيق الإصلاح اللغوي

Abstract

الملخّص: تهدف الدّراسة الموسومة: العدالة اللّغويّة في المجتمع الجزائريّ بين رسم السّياسة اللّغويّة وتطبيق الإصلاح اللّغويّ في جانبها النّظريّ والتّطبيقيّ إلى الكشف عن طبيعة السّياسة اللّغويّة وشكل الإصلاح اللّغويّ المنتهج من قبل الحكومة الجزائريّة بعد ستّين سنة من الاستقلال قصد تحقيق العدالة اللّغويّة الّتي تعطي الأولويّة للّغتين الوطنيّتين العربيّة والأمازيغيّة المعترف بهما دستوريّا، ثمّ اللّغات الأجنبيّة ثانيّا، بإسقاط ذلك على الواقع السّوسيولسانيّ في أهمّ القطاعات والمؤسّسات حساسيّة وهي: التّعليم والتّكوين، الإعلام، الإدارة والمحيط الاجتماعيّ. Summary : This research aims at shedding light on the theme entitled : « the linguistic justice in the Algerian society in between the linguistic politics and the application of the linguistic reform.» This study contains two parts the first one theoretical and the second one practical, on purpose to discover the nature of this linguistic politics and the form of the reform applied by the Algerian government after sixty years of independence and in order to realize a linguistic justice which should privilege the two national languages: the standard Arabic and the Berber or Tamazight language as it is stated by the Algerian constitution and then come the other foreign languages. This through the sociolinguistic reality in all sensitive institutions such as: education and formation¸ information¸ administration as well as the social environment. Résumé : Cette recherche a pour objectif de jeter de la lumière sur le thème de: « la justice linguistique dans la société Algérienne entre la politique linguistique et l’application de la réforme linguistique.» en étudiant deux parties, la première théorique et la deuxième pratique pour but de découvrir la nature de cette politique linguistique et le forme de cette réforme linguistique pratiquées par le gouvernement Algérien après soixante ans de l’indépendance et dans le but de réaliser une justice linguistique qui doit privilégier deux langues nationales et qui sont : L’Arabe standard et la langue Berbère (Amazighe) et ce selon la constitution Algérienne et par la suite les langues étrangères : et ce à travers la réalité sociolinguistique dans toutes les institutions sensibles dans la société à part entière : l’éducation¸ la formation¸ l’information¸ l’administration et l’environnement social.
