البوابة الإلكترونية في مجال الصفقات العمومية ودورها في تحسين الخدمة العمومية

Abstract

الملخص لقد أشار المشرع الجزائري من خلال التعديلات الخاصة بالصفقات العمومية، وذلك من خلال المرسوم الرئاسي 15-247 المتضمن الصفقات العمومية وتفويضات المرفق العام، إلى ضرورة مواكبة التطورات التي فرضتها العولمة والتطور التكنلوجي، تمحور عليها طرق جديدة في إبرام العقود الإدارية، تمثلت في استخدام طرق تكنولوجيا حديثة وذلك من خلال نصه على البوابة الإلكترونية، وهذا تسهيلا منه للمصالح المتعاقدة والمتعاملين الاقتصاديين وذلك في نصه على المرسوم الرئاسي 15-247، الذي يحدد كيفية الولوج للبوابة ومضمون تسييرها وكيفية تبادل المعلومات عبرها وذلك حسب المادتين 173 ، 174 من القرار المؤرخ في 17 نوفمبر 2013...
